14Center for construction of a Swiss cultural center in the village of New Glarus.

3all of the following apply:

5use of the grant and the secretary approves the plan.

21227.24 of the statutes, the division of banking shall promulgate rules required under

24(1) (c) and (2) of the statutes. Notwithstanding section 227.24 (1) (a) and (2) (b) of the
1statutes, the division of banking need not provide evidence of the necessity of
2preservation of the public peace, health, safety or welfare in promulgating rules

(b) By June 30, 2000, the department of health and family services, the
22subunit of the department of employe trust funds that deals with health care
23financing and the office of the commissioner of insurance shall together develop a
24proposal for consolidation of voluntarily provided health plan data collected by those
1agencies and a detailed memorandum of understanding for implementing the
2proposal. If the proposal is acceptable to each agency, the secretary of health and
3family services, the secretary of employe trust funds and the commissioner of
4insurance shall sign the memorandum of understanding and submit the proposal,
5the memorandum of understanding, a report concerning any potential cost savings
6from the consolidated collection of voluntarily provided health plan data and any
7proposed legislation required to implement the proposal to the department of
8administration. The department of administration may approve, disapprove or
9modify and approve any proposal it receives under this paragraph. If the department
10of administration approves the proposal, the department shall submit the proposal,
11together with any modifications the memorandum of understanding, the report and
12any proposed legislation to the cochairpersons of the joint committee on finance. If
13the cochairpersons of the committee do not notify the secretary of administration
14within 14 working days after receiving the proposal that the cochairpersons have
15scheduled a meeting for the purpose of reviewing the proposal, the department of
16administration may approve any proposed expenditure and position authority
17contained in the proposal and any modifications of the proposal to the extent
18authorized under current law. If, within 14 working days after receiving the
19proposal, the cochairpersons notify the secretary of administration that the
20cochairpersons have scheduled a meeting for the purpose of reviewing the proposal,
21the department of administration may not approve the proposed expenditure and
22position authority contained in the proposal any proposed modifications of the
23proposal, except as approved by the committee and to the extent authorized under
24current law. If the proposal, as approved by the department of administration and
25the committee, if the committee approves the proposal, is not consistent with the
1memorandum of understanding, the department of health and human services, the
2subunit of the department of employe trust funds and the commissioner of insurance
3shall enter into a revised memorandum of understanding that is consistent with the
4approved proposal.".

(14d) Community marriage policy project. The authorized FTE positions for
7the department of health and family services are increased by 1.0 PR project position,
8to be funded from the appropriation under section 20.435 (3) (hm) of the statutes, as
9created by this act, for the period beginning on the later of October 1, 1999, or the first
10day of the 2nd month beginning after the effective date of this subsection, and ending
11on September 30, 2003. The positions are increased under this subsection for the
12purpose of coordinating the development of, and assisting local members of the clergy
13to develop, community-wide standards for marriages solemnized in this state by
14members of the clergy.".

(13c) Managed care pilot program for children in out-of-home care in
17Milwaukee County. The department of health and family services shall develop a
18pilot program that integrates the social, behavioral and physical health needs of
19children placed in out-of-home care in Milwaukee County who are medical
20assistance recipients under a managed care system. By January 1, 2001, the
21department of health and family services shall request from the secretary of the
22federal department of health and human services any waivers of the federal medical
23assistance statutes and regulations that are necessary to implement the pilot
24program developed under this subsection as part of the medical assistance program.
1If all necessary waivers are granted and in effect, the department shall implement
2the pilot program developed under this subsection in Milwaukee County. Under that
3pilot program, the department of health and family services may require, consistent
4with section 49.45 (9) of the statutes, a child who is placed in out-of-home care in
5Milwaukee County to be enrolled in a managed care plan as a condition of receiving
6medical assistance. Of the amounts appropriated to the department of health and
7family services under section 20.435 (4) (n) of the statutes, as created by this act, that
8department shall expend $22,600 in fiscal year 1999-2000 and $25,600 in fiscal year
92000-01 to increase the authorized FTE positions for that department by 0.5 FED
10project position, for the period ending on June 30, 2001, for the purpose of developing
11the pilot program under this subsection.".

14the appropriation under section 20.435 (7) (c) of the statutes, the department of

10unencumbered balance as of June 30, 1999, in the appropriation under section
1120.435 (4) (gp) of the statutes, as affected by this act.".

9findings, conclusions and recommendations to the legislature in the manner
10provided under section 13.172 (2) of the statutes by January 1, 2001.".

(2e) Badger Challenge program. The authorized FTE positions for the
13department of military affairs are increased by 0.90 GPR position, to be funded from
14the appropriation under section 20.465 (4) (b) of the statutes, and 0.10 PR position,
15to be funded from the appropriation under section 20.465 (4) (k) of the statutes, for
16a mentorship coordinator in the Badger Challenge program. In 2000-01 the
17authorized FTE positions for the department of military affairs are decreased by 0.15
18GPR position and increased by 0.15 PR position to reflect modified funding of the
19mentorship coordinator position.".

(8) Memorandum of understanding for contaminated transportation
22construction zones. Not later than January 1, 2000, the secretary of natural
23resources and the secretary of transportation jointly shall submit to the secretary of
24administration a memorandum of understanding between the department of
1natural resources and the department of transportation. The memorandum of
2understanding shall establish the respective responsibilities of the department of
3natural resources and the department of transportation for hazardous substances
4discovered on any property under the jurisdiction of the department of
5transportation. Any actions to restore the environment or to minimize the harmful
6effects of the hazardous substances on the property shall be based upon the risk to
7public health and the environment and shall, to the greatest extent practicable, rely
8on natural processes of attenuation without human intervention. The memorandum
9of understanding shall establish a means of resolving disputes between the agencies
10arising under the memorandum of understanding. The memorandum of
11understanding does not take effect unless the secretary of administration approves
12of it in writing to the secretary of natural resources and the secretary of
13transportation.".
