10shall recommend legislation for restructuring the organization of public
11broadcasting in this state and funding the transition to digital television for public
12broadcasting in this state. On or before January 15, 2000, the committee shall
13submit the proposed legislation to the governor, and to the legislature for
14distribution to the appropriate standing committees in the manner provided under
15section 13.172 (3) of the statutes. The committee shall cease to exist when the
