AB133-ASA1-CA1,795,18 (b) The amount of the grant under paragraph (a) may not exceed $1,000,000. For every dollar received from the state for the project under paragraph (a), the organization shall provide $2 in matching funds for the project from a source other than the state.

AB133-ASA1-CA1,795,21 (c) Within 6 months after spending the full amount of the grant under paragraph (a), the organization shall submit to the department of commerce a report detailing how the grant proceeds were used.".

AB133-ASA1-CA1,796,10 1. The person submits a plan to the department detailing the proposed use of the grant and the secretary approves the plan.

AB133-ASA1-CA1,796,13 2. The person enters into a written agreement with the department that specifies the conditions for use of the grant proceeds, including reporting and auditing requirements.

AB133-ASA1-CA1,796,15 3. The person agrees in writing to submit to the department the report required under paragraph (c) by the time required under paragraph (c).

AB133-ASA1-CA1,796,18 (c) If a person receives a grant under this subsection, the person shall submit to the department, within 6 months after spending the full amount of the grant, a report detailing how the grant proceeds were used.

AB133-ASA1-CA1,796,20 (d) The department may not pay grant proceeds under this subsection after June 30, 2001.".

The department of commerce shall make a grant of $250,000 in fiscal year 1999-2000, from the appropriation under section 20.143 (1) (n) of the statutes, to a county in which a domestic violence shelter is being constructed by the Young Women's Christian Association in a city that is located in the county and that has a population greater than 52,000 but less than 60,000. The county must use the grant proceeds to provide financial assistance to the Young Women's Christian Association for the construction of the domestic violence shelter. Within 6 months after spending the full amount of the grant, the county shall submit to the department of commerce a report detailing how the grant proceeds were spent.".

AB133-ASA1-CA1,798,3 2. The commission enters into a written agreement with the board that specifies the conditions for use of the grant proceeds, including reporting and auditing requirements.

AB133-ASA1-CA1,798,5 3. The commission agrees in writing to submit to the board the report required under paragraph (d) 2. by the time required under paragraph (d) 2.

AB133-ASA1-CA1,798,8 (c) If the board awards a grant under this subsection, the department of commerce shall pay the grant proceeds from the appropriation under section 20.143 (1) (tm) of the statutes, as affected by this act.

AB133-ASA1-CA1,798,10 (d) If the commission receives a grant under this subsection, the commission shall do all of the following:

AB133-ASA1-CA1,798,13 1. Use the grant proceeds to determine the feasibility of creating sludge-based products and of marketing those products and to develop markets for the biosolid materials being produced from waste products by the commission.

AB133-ASA1-CA1,798,15 2. Within 6 months after spending the full amount of the grant, submit to the board a report detailing how the grant proceeds were used.

AB133-ASA1-CA1,798,17 (e) The board may not award and the department may not pay grant proceeds under this subsection after June 30, 2001.".

AB133-ASA1-CA1,799,14 1. The proposed recipient submits a plan to the department of commerce detailing the proposed use of the loan and the secretary of commerce approves the plan.

AB133-ASA1-CA1,799,17 2. The proposed recipient enters into a written agreement with the department of commerce that specifies the loan terms and the conditions for use of the loan proceeds, including reporting and auditing requirements.

AB133-ASA1-CA1,799,20 3. The proposed recipient agrees in writing to submit to the department of commerce, within 6 months after spending the full amount of the loan, a report detailing how the loan proceeds were used.

AB133-ASA1-CA1,799,23 (b) The department of commerce shall deposit in the appropriation account under section 20.143 (1) (ie) of the statutes, as affected by this act, any moneys received in repayment of the loan.

AB133-ASA1-CA1,800,2 (c) The department of commerce may not pay loan proceeds under this subsection after June 30, 2001.".

Of the members appointed by the governor, one member shall be appointed from a list of nominees submitted by the Friends of WHA-TV, one member shall be appointed from a list of nominees submitted by the president of the University of Wisconsin System or his or her designee, one member shall be appointed from a list of nominees submitted by the educational communications board, one member shall be appointed from a list of nominees submitted by the state superintendent of public instruction or his or her designee and one member shall be appointed from a list of nominees submitted by the director of the technical college system or his or her designee. The governor shall designate one of the members of the committee as the chairperson. The committee shall recommend legislation for restructuring the organization of public broadcasting in this state and funding the transition to digital television for public broadcasting in this state. On or before January 15, 2000, the committee shall submit the proposed legislation to the governor, and to the legislature for distribution to the appropriate standing committees in the manner provided under section 13.172 (3) of the statutes. The committee shall cease to exist when the committee has submitted the proposed legislation required under this subsection, or on January 15, 2000, whichever occurs sooner.".
