Assembly Journal
The Assembly met in the Assembly Chamber located in the State Capitol. Pursuant to Section 13.02 of the Wisconsin Statutes and Assembly Rule 5, the Assembly was called to order by the chief clerk of the 1997-98 session, Charles Sanders.
The prayer was offered by Rabbi Francis Barry Silberg of Emanu-El B'ne Jeshurun Temple in Milwaukee:
"Dear God, Bless the stewards of this great state, its Speaker and Assembly, its styles and scenes, its bluffs and valleys, its rivers and resources, with stout hearts, keen minds and souls in sturdy service of truth.
Bless its people, their homes and the homeless in their havens, their cultures in colorful array, their past, with a present not pressed by glad hands, but goodness, with government impartial and just, with merit rewarded and prejudice remanded.
Bless its proud and its poor, its healthy and worn, its bright and benighted with hope, and the wisdom to walk patiently with each other.
Bless Wisconsin's bold, for they will be its leaders, and its skilled, for they will lay its foundations, and the dreamers who cut the cloth of its character, and the critics whose keys are reason, and the councils that labor for comity, and the thoughtful who strive for civility.
More, dear God, bless its peacemakers for theirs is the broadest burden and theirs the brightest future."

The Colors were presented by Company K, 2nd Battalion, Wisconsin Regiment, from Madison.
Representatives-Elect Lassa and Leibham led the membership in reciting the pledge of allegiance to the flag of the United States of America.
Representative Judy Klusman led the membership in singing the "Star Spangled Banner", accompanied by the 1st Brigade Band of Watertown.
