Re: 1999 Assembly Bill 234
Dear Speaker Jensen:
1999 Assembly Bill 234, introduced by the Committee on Campaigns and Elections, and relates to qualification of candidates for justice of the supreme court for grants from the Wisconsin election campaign fund, court fees and making an appropriation.
1999 Assembly Bill 234 contains a fiscal note in excess of $10,000. Pursuant to sec. 16.47(2), Stats., I consider this bill an emergency bill, I recommend the bill and I ask that passage of 1999 Assembly Bill 234 be permitted prior to passage of the budget bill.

RE: Report to the Legislature Regarding WPS Resources Corporation
To the Honorable, the Assembly:
The enclosed audit report on WPS Resources Corporation (WPSR) and its impact on the operations of Wisconsin Public Service Corporation (WPSC) was prepared as required by Wis. Stats. sec. 196.795(7)(ar) for distribution to the Legislature under Wis. Stat. sec. 13.172(2).
This report covers financial operations through 1998. WPSR's response to the audit is included as Appendix F.

Appendix D contains a list of nonutility affiliates. Commission staff will be working with WPSR to determine if all of the nonutility affiliates (including those acquired since the holding company audit) are in compliance with Wis. Stat. sec. 196.795(7), and will be updating the Commission on its findings.

In compliance with section 45.35(3d)(b), Wis Stats., as created by
1989 Wisconsin Act 36, the Council on Veterans Programs and the Wisconsin Department of Veterans Affairs (WDVA) are jointly submitting the attached general summary report of the activities and membership over the past two years of the Council and the organizations represented on the Council.
Organizations not yet reporting are the American Legion, Catholic War Veterans, Federation of Culturally Diverse Veterans, National Association for Black Veterans, and Vietnam Veterans Against the War.
The information contained in the report was compiled by WDVA staff and the Council Chair from materials submitted by the representative from each organization on the Council.
