As required under Section 9147 (2m) of 1997 Wisconsin Act 27, the attached report is being provided on the activities in each technical college district that have been funded with grants awarded under section 38.33 Wis. Stats. and on the effectiveness of the activities in meeting the purposes of the faculty development programs as specified in s. 38.33 Wis. Stats.
Funding for the professional development activities leading to the integration of new learning technologies into technical college instructional activities was a priority of the Wisconsin Technical College System (WTCS) in the Board's 1997-99 biennial budget request. The WTCS appreciates the support of the Governor and the Legislature in providing funding for this purpose through the faculty development grant program. The resources provided to the WTCS under this program have provided a significant portion of the technical college faculty with knowledge and skills needed to enhance student educational outcomes through the use of new and emerging instructional technologies.

The Honorable, The Senate:
I am pleased to transmit my Stripper XIX 1999 Oil Overcharge Plan for consideration by the Joint Committee on Finance (JCF) at the next 13.10, Wis. Stats., meeting. As required by s. 14.065, Wis. Stats., I am also forwarding a copy to the Chief Clerk of the Assembly.
This year's Plan allocates $513,308 ($447,308 of new Stripper monies and $66,000 of reallocated Exxon monies). If accepted and implemented, the recommended program initiatives provides state citizens with credible information regarding the energy implications of Y2K, makes our buildings and homes more energy efficient and reduces our dependence on petroleum based motor fuels.
In addition to the JCF's action, the U.S. Department of Energy must also conduct a review to determine if Wisconsin's Plan conforms with Federal requirements and established definitions of restitution. The Department of Administration staff will be available to provide additional information that may be required. I appreciate your usual support.
