Under section 16.43, Wisconsin Statutes, the Department of Administration must submit certain budget information to you by November 20 of even-numbered years. This letter transmits a summary of agency budget requests for the next two fiscal years and the Department of Revenue's general purpose tax revenue estimates for the current fiscal year (FY01) and the next two fiscal years (FY02 and FY03).

The Honorable, The Legislature:
State law requires that students graduating in the 2003-04 school year have four opportunities to take a High School Graduation Test (HSGT) covering the four assessed areas of English Language Arts, Social Studies, Mathematics, and Science. The state-developed High School Graduation Test will be ready for administration, twice each school year, beginning in 2002-03. The first group of Wisconsin students to be affected by this legislation is currently in ninth grade.
To familiarize ninth-grade students, teachers, and their parents with the state-developed High School Graduation Test, the Office of Education Accountability has developed four First View booklets, A Student's Guide to the Wisconsin High School Graduation Test in English Language Arts, Mathematics, Science and Social Studies, one set of which is enclosed. These booklets contain sample HSGT test items for ninth-grade students.
