Analysis by the Legislative Reference Bureau
1. This bill changes the laws governing distribution of state documents
(publications). The changes include:
a. Currently, there are two state document depository libraries outside this
state — the Library of Congress and the Center for Research Libraries, Chicago,
Illinois. The bill discontinues the center as a depository and replaces it with the
Council of State Governments, Lexington, Kentucky.
b. The bill provides for each selective state depository library (one that receives
only selected state publications) to receive one free copy of the Blue Book and the
biennial reports of state agencies.
c. The bill provides for the reference and loan library of the department of public
instruction (DPI) to receive one free copy of each major state publication. Currently,
the library receives one free copy of other state publications.
d. The bill increases the automatic free distribution of certain state documents
to the Library of Congress.
2. Under current law, the state pays categorical aid to any school district that
operates a program for school age parents. Annually by August 15, the school district
must submit to DPI a statement of all revenues and expenditures related to the
program during the previous school year. This bill changes the reporting date to
September 15.
3. Under current law, any school district that receives special transfer aid
(commonly known as chapter 220) must submit a report to the state superintendent
of public instruction annually by August 15. This bill changes the reporting date to
October 15.
4. Under current law, school boards are authorized to employ public health
nurses, registered nurses, school nurses and licensed dentists. In counties having
a population of less than 500,000, these employes must be under the supervision of
the local board of health and the department of health and family services (DHFS).
In other counties, these employes must cooperate with the local board of health and
DHFS.
This bill requires that all such employes cooperate with the local board of health
and DHFS and eliminates the requirement that employes in a county having a
population of less than 500,000 be under the supervision of the local board of health
and DHFS.
5. This bill changes the term "limited-English speaking" to "limited-English
proficient" in the statutes relating to bilingual-bicultural education programs.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
Law revision committee prefatory note: This bill is a remedial legislation
proposal, requested by the department of public instruction and introduced by the law
revision committee under s. 13.83 (1) (c) 4., stats. After careful consideration of the
various provisions of the bill, the law revision committee has determined that this bill
makes minor substantive changes in the statutes, and that these changes are desirable
as a matter of public policy.
