4Resolved by the assembly, the senate concurring, That, upon the adoption
5of this joint resolution by the assembly and concurrence therein by the senate and
6notwithstanding joint rule 3, there is created a committee of conference on 1999
7Assembly Bill 701, 1999 Senate Bill 190, 1999 Assembly Bill 234 and 1999 Senate
8Bill 181, the 1999 "Campaign Finance Reform Bills", to reconcile the differences
9between the 2 houses, as reflected by 1999 Assembly Bill 701, as engrossed by the
10assembly, 1999 Senate Bill 190, as engrossed by the senate, 1999 Assembly Bill 234,
11as engrossed by the assembly, and 1999 Senate Bill 181, as shown by senate
12substitute amendment 1, and to present its report on one or more of the bills to the
132 houses; and, be it further

14Resolved, That, notwithstanding joint rule 3, senate rules 4 (9) and 35 and
15assembly rule 40 (1):

1(1) None of the bills need receive 3 readings.

(2) The committee of conference on 1999 Assembly Bill 701, 1999 Senate Bill
3190, 1999 Assembly Bill 234 and 1999 Senate Bill 181 shall consist of 4 members
4from each house, with 3 members from each house representing the majority party
5in that house and one member from each house nominated by the minority leader in
6that house.

(3) The members of the committee of conference on 1999 Assembly Bill 701,
81999 Senate Bill 190, 1999 Assembly Bill 234 and 1999 Senate Bill 181 shall be
9appointed by the speaker of the assembly in the case of assembly members and be
10appointed by the president of the senate, without approval of the senate, in the case
11of senate members.

(4) The report by the committee of conference on 1999 Assembly Bill 701, 1999
13Senate Bill 190, 1999 Assembly Bill 234 and 1999 Senate Bill 181 must be supported
14by the vote of at least a majority of the members representing each house.
