The timing of any leave of absence granted under this subsection shall be at the discretion of the chief administrative officer. Notwithstanding section 111.91 (1) of the statutes, for employees who are included in a collective bargaining unit for which a representative is recognized or certified under subchapter V of chapter 111 of the statutes, this subsection shall apply except as otherwise provided in a collective bargaining agreement.".
