(3) Dwelling code council. There is created in the department of
11commerce, a dwelling code council, consisting of

12staggered 3-year terms. Four members shall be representatives of building trade
13labor organizations; 4 members shall be certified building inspectors employed by
14local units of government; 2 members shall be representatives of building contractors
15actively engaged in on-site construction of one- and 2-family housing; 2 members
16shall be representatives of manufacturers or installers of manufactured one- and
172-family housing; one member shall be an architect, engineer or designer actively
18engaged in the design or evaluation of one- and 2-family housing; 2 members shall
19represent the construction material supply industry;
one member shall represent
20remodeling contractors actively engaged in the remodeling of one-family and
212-family housing; and 2 members shall represent the public, one of whom shall
22represent persons with disabilities, as defined in s. 106.50 (1m) (g). An employee of
23the department designated by the secretary of commerce shall serve as nonvoting
24secretary of the council. The council shall meet at least twice a year. Eleven members
1of the council shall constitute a quorum. For the purpose of conducting business a
2majority vote of the council is required.".

18department shall ensure that no grant moneys provided under this subsection are
19expended for the purpose of entertainment, foreign travel, or payments to persons

(23m) Purchasing card rebates. Authorize any state agency to use
19purchasing cards for purchases that do not exceed $5,000. If the state receives any
20rebates from a purchasing card issuer for purchases made with a purchasing card,
21the department shall deposit the rebate in the fund from which the appropriation is
22made for payment of the obligation incurred as a result of the purchase.".
