313.48 (35) of the statutes, as created by this act, the building commission shall not
4make a grant to HR Academy, Inc., for the youth and family center project
5enumerated in subsection (1) (ob) under section 13.48 (35) of the statutes, as created
6by this act, unless the department of administration has reviewed and approved the
7plans for the project. Notwithstanding sections 16.85 (1) and 16.855 (1) of the
8statutes, the department of administration shall not supervise any services or work
9or let any contract for the project. Section 16.87 of the statutes does not apply to the
10project.".

16subsection (1) (m), prior to July 1, 2003.

18(a) Notwithstanding section 18.04 (1) and (2) of the statutes, the building
19commission shall not authorize public debt to be contracted for the purpose of
20financing construction of the meat/muscle science laboratory at the University of
21Wisconsin-Madison, as enumerated under subsection (1) (m), prior to July 1, 2003.

22(b) No later than July 1, 2002, the building commission shall require the board
23of regents of the University of Wisconsin system to obtain gifts, grants, and other
24receipts in an amount specified by the commission for the purpose of financing a
1portion of the cost of construction of the meat/muscle science laboratory at the
2University of Wisconsin-Madison, as enumerated under subsection (1) (m).
3Notwithstanding section 18.04 (1) and (2) of the statutes, the building commission
4shall not authorize public debt to be contracted for the purpose of financing
5construction of the laboratory until the portion of the funding to be derived from gifts,
6grants, and other receipts has been received by the state. Notwithstanding section
720.924 (1) (em) of the statutes, the building commission shall substitute the gifts,
8grants and other receipts for a corresponding amount of the borrowing authorized
9under section 20.866 (2) (s) of the statutes, as affected by this act, to finance
10construction of the laboratory.".

(7x) Wisconsin history center. Notwithstanding section 18.04 (1) and (2) of
13the statutes, the building commission shall not authorize public debt to be contracted
14for the purpose of funding construction of all or any portion of the Wisconsin history
15center, as enumerated under subsection (1) (e), until the building commission
16determines that the historical society has secured funding commitments from gifts,
17grants, or other receipts to finance construction of the center in an amount at least
18equal to the amount of public debt proposed to be contracted to fund construction of
19the center, excluding that portion of the center to be utilized solely as a parking
20facility. Upon making the determination required under this subsection, the
21building commission shall notify the cochairpersons of the joint committee on finance
22of the commission's determination that gifts, grants, and other receipts have been
23secured in a specified amount and shall provide to the cochairpersons supporting
24documentation. If the cochairpersons of the committee do not notify the building
1commission that the committee has scheduled a meeting for the purpose of reviewing
2the determination within 14 working days after the date of the notification, the
3building commission may authorize public debt to be contracted in the amount
4specified in its determination. Notwithstanding section 18.04 (1) and (2) of the
5statutes, if within 14 working days after the date of the notification the
6cochairpersons of the committee notify the building commission that the committee
7has scheduled a meeting for the purpose of reviewing the determination, the building
8commission shall not authorize public debt to be contracted in the amount specified
9in its determination unless the committee approves that action.".

(13r) Discovery Place museum.

12(a) Notwithstanding section 13.48 (32r) of the statutes, as created by this act,
13the building commission shall not make any grant to Racine County for the Discovery
14Place museum project enumerated in subsection (1) (p) under section 13.48 (32r) of
15the statutes, as created by this act, unless the department of administration has
16reviewed and approved the plans for the project. Notwithstanding sections 16.85 (1)
17and 16.855 (1) of the statutes, the department of administration shall not supervise
18any services or work or let any contract for the project. Section 16.87 of the statutes
19does not apply to the project.".

(12w) Utility service cost allocation study. Notwithstanding section 16.705
22(1) of the statutes, the building commission shall direct the department of
23administration to contract with a private person to perform a study of the extent of
24utility services provided to state programs funded with program revenue and to
1determine whether the charges made to the programs utilizing this service are fairly
2compensating the state for the cost of the service provided to the programs. The
3report of the study shall include any recommendations for changes in allocation of
4charges for utility service. The department of administration shall report the results
5of the study, together with any recommendations included in the study report, to the
6cochairpersons of the joint committee on finance no later than July 1, 2002.".

(2k) Grants to Chippewa Valley Technical College. From the appropriation
9under section 20.143 (1) (kj) of the statutes, as affected by this act, the department
10of commerce may make grants of up to $250,000 in fiscal year 2001-02 and up to
11$250,000 in fiscal year 2002-03 to the Chippewa Valley Technical College for a health
12care education center. If the department of commerce makes a grant under this
13subsection, the department of commerce shall enter into an agreement with the
14Chippewa Valley Technical College that specifies the uses for the grant proceeds and
15reporting and auditing requirements.".

7from the appropriation under section 20.143 (1) (n) of the statutes to the Westby fire
8department for costs related to purchasing a new fire engine and constructing a new
9fire station in the city of Westby. If the department makes the grant under this
10paragraph, it shall pay the grant proceeds no later than June 30, 2003, and shall
11enter into an agreement with the Westby fire department that specifies the uses for
12the grant proceeds and reporting and auditing requirements.

14emergency management administration does not make a fire grant to the city of

(8z) Report on office of economic strategy. By July 1, 2002, the department
18of commerce shall submit a report to the appropriate standing committees of the
19legislature in the manner provided under section 13.172 (3) of the statutes on a plan
20to create an office of economic strategy for coordinating all state government efforts
21and activities related to economic development.".

(10eg) Business planning grant. From the appropriation under section 20.143
24(1) (c) of the statutes, as affected by this act, the department of commerce shall make
1a grant of $25,000 to Clearwater Lake Distilling Company, LLC., for business
2planning expenses related to a project that utilizes potatoes and potato waste for
3vodka distillation. The department of commerce shall enter into an agreement with
4Clearwater Lake Distilling Company, LLC., that specifies the uses for the grant
5proceeds and reporting and auditing requirements. The department of commerce
6may not pay grant proceeds under this subsection after June 30, 2003.".

(10p) Grant for Great Lakes Forestry Museum. From the appropriation
9under section 20.143 (1) (kj) of the statutes, as affected by this act, the department
10of commerce shall make a grant of $450,000 in fiscal biennium 2001-03 to the Great
11Lakes Forestry Museum in Rice Lake to develop a facility for educating the public
12about the history of forestry and logging in the state. The department of commerce
13shall enter into an agreement with the Great Lakes Forestry Museum that specifies
14the uses for the grant proceeds and reporting and auditing requirements.

15(11zx) Grants to Port Plaza Renovation Project. From the appropriation
16under section 20.143 (1) (kj) of the statutes, as affected by this act, the department
17of commerce shall make a grant of $250,000 in each fiscal year of the 2001-03 fiscal
18biennium to the Port Plaza Renovation Project in the city of Green Bay. The
19department of commerce shall enter into an agreement with the Port Plaza
20Renovation Project that specifies the uses for the grant proceeds and reporting and
21auditing requirements.".

6American Brass factory site in the city of Kenosha if all of the following apply:

71. The city of Kenosha submits a plan to the department detailing the proposed
8use of the grant and the secretary approves the plan.

11section 560.13 (2) (a) 1. and 3. of the statutes.

13that specifies the conditions for the use of the grant proceeds, including reporting and

3property in the city of Beloit if all of the following apply:

17(9e) Grant for Apple River project. From the appropriation under section
1820.143 (1) (qm) of the statutes, as affected by this act, the department of commerce
19shall provide a grant under the program under section 560.13 of the statutes, as
20affected by this act, of $386,600 to the city of Amery for the Apple River project. The
21proceeds may be used to purchase land with existing structures for the purpose of
22demolishing such structures and environmental cleanup and to match federal and
23other state funding for environmental cleanup to the extent that public moneys may
24be used for matching such funding. The department of commerce shall enter into an
1agreement with the city of Amery that specifies the uses for the grant proceeds and
2reporting and auditing requirements.".

5FTE positions for the department of commerce are increased by 1.0 PR position, to
