Assembly Journal
The Assembly met in the Assembly Chamber located in the State Capitol. Pursuant to Section 13.02 of the Wisconsin Statutes and Assembly Rule 5, the Assembly was called to order by the chief clerk of the 1999-2000 session, Charles Sanders.
The prayer was offered by Pastor Allan A. Jahneke of Divine Redeemer Lutheran Church in Hartland:
"Heavenly Father, it is with great thanksgiving that we can gather in this place and stand united in the blessings that you have poured upon this state and nation. We celebrate our liberties by offering our character and integrity to be molded by your goodness and desire.
As your authority permits us to rule, we pray that we would rule justly and fairly for the good of all. In particular we ask that you would give strength to the representatives who have been given the important charge from the people of Wisconsin to serve and that they would serve diligently with wisdom, compassion, and unselfishly for the good of all people.
You have blessed these men and women with unique talents. You have given them vision. We ask that you would blend their lives together by way of this Assembly so that the greatest good would arise and that our State and its people would prosper. As each seeks to serve may they not think of themselves so highly that they would not turn to you and humbly seek guidance. Let them have that vision that brings discernment to the problems and snuggles of our day whereby answers can be found and solutions pursued.
Gracious God, you have blessed Wisconsin to be a place where people can live with pride, where values encourage strong families, and where children can expect a good education. Where we are weak, strengthen us. Where we have looked only to our-selves, help us to see where others are at. Where we are successful, help us to be thankful and be able to build on those strengths regardless of personal platforms and positions. When we are wrong, help us to admit it so that the greater task of building strong communities would be pursued. Empower our Assembly leaders and all legislators so their efforts would be fruitful. From them let our State see fairness, honesty, dignity, and love. Let a cooperative spirit flow from this Assembly throughout our State so that we might be an example to others as to how government can work.
May all that is said and done by way of this Assembly be a blessing to your kingdom so that with confidence we would know that it would be a blessing to our State and its people.
And finally we pray Lord that you would bless the families of those who serve in this most important way. Bring health and safety to all these families. Also give them understanding and allow them to be an encouragement to the great work that is done in this place. In Jesus' name we pray. Amen!"

The Colors were presented by Company G, 2nd Battalion, United States Marine Corps.
Representatives-Elect Starzyk and Shilling led the membership in reciting the pledge of allegiance to the flag of the United States of America.
Miss Wisconsin 2000, Joya Zamora, led the membership in singing the "Star Spangled Banner".
