To the Honorable, the Legislature:
With this letter, I am forwarding to you the Bureau of Justice Information Systems (BJIS) Fifth Annual Report. S.13.172(2), Stats., directs BJIS to report annually on its activities, and this report is submitted in fulfillment of that requirement.
The report describes the efforts of BJIS in the areas of Integrated Justice Information Sharing (IJIS) and District Attorney Information Technology (DA IT). Significant progress, as described in detail in the report, was made in these areas in 2000.
The State's IJIS effort was re-directed from Y2K to justice information sharing in 2000. Early in the year, BJIS sought technical assistance from the national SEARCH organization, which identified a series of recommendations for increasing the visibility and activity of IJIS. In addition, the IJIS Workgroup, under BJIS's leadership, began development of a data exchange standard for justice agencies, shared data dictionary information among the state justice agencies and worked on interfaces among justice agencies to promote data sharing. Members of the workgroup, along with others appointed by former Governor Tommy Thompson, attended a national NGA IJIS Best Practices conference and developed grant proposals to submit for NGA funding. BJIS staff also began efforts to involve the law enforcement community and other local justice professionals in the IJIS program through presentations and invitations to participate on the IJIS Workgroup. The progress made on IJIS this past year laid the foundation for a growing IJIS effort in 2001.
Major progress also occurred in district attorney information technology (DA IT). In 2000, BJIS exceeded its goal for LAN installations by installing and supporting 23 additional systems for a total of 50 by December 31, 2000. Five hundred (500) prosecutors, two thirds of the State's DA offices and 67% of the State' population are now served by the DA IT LAN program.
In addition, BJIS doubled its target number of PROTECT installs by implementing 16 new systems in 2000 while creating two new releases, adding new standard documents and enhancing victim/witness and juvenile modules. PROTECT was also provided to the Hampden County, Massachusetts, DA office which had just conducted a nationwide search of prosecutor systems and concluded that PROTECT is the best system available nationally. BJIS continues to provide prosecutor-specific training, help desk and technical support for DA offices, which is becoming a major inducement for remaining counties to adopt the State system.
BJIS also began seeking grant funds to supplement state funds for DA IT and submitted a major NIJ grant in 2000 to provide funding for statewide prosecutor statistics, cross-county query of DA databases and an interface between prosecutors and law enforcement agencies. Other significant accomplishments included completing the MOU and planning to install the Milwaukee County LAN in spring 2001, improving network security statewide and upgrading training of DA staff.
With the continued support of the legislature, BJIS is making significant strides in making government at both the State and local levels more efficient and improving public safety by giving prosecutors technology tools designed to meet their needs and by bringing together justice professionals from state, county and municipal government to work on sharing information across jurisdictions. These efforts represent a concrete example of how government at all levels are working together to serve the citizens of Wisconsin.
