January 2002 Special Session
The Assembly met in the Assembly Chamber located in the State Capitol.
Speaker Jensen in the chair.
The prayer was offered by Reverend Peter Fabian, Chaplain of the Wisconsin Wing of the Civil Air Patrol.
The colors were presented by Waukesha #048 composite squadron of the Wisconsin Wing of the Civil Air Patrol.
Lieutenant Colonel Stephen Waite, commander of the Wisconsin Legislative squadron #999 of the Wisconsin Wing of the Civil Air Patrol, led the membership in reciting the pledge of allegiance to the flag of the United States of America.
The roll was taken.

Relating to a Special Session of the Legislature
I, SCOTT MCCALLUM, Governor of the State of Wisconsin, pursuant to Article IV, Section 11 and
Article V, section 4 of the Constitution of Wisconsin, do hereby require the convening of a special session of the Legislature at the Capitol in Madison, beginning at 10:00 A.M. on January 22, 2002, solely to consider and act upon:
Budget Reform Legislation to address the economic downturn resulting in a fiscal imbalance between projected revenues and authorized expenditures in the State.
IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the Great Seal of the State of Wisconsin to be affixed. Done at the Capitol in the City of Madison this sixteenth day of January in the year two thousand and two.

Joint Convention
The houses went into joint convention.
Senate President Risser presiding.
Senator Risser recognized the presence of Lieutenant Governor Margaret Farrow and State Treasurer Jack Voight.
Governor McCallum took his place at the rostrum to deliver his budget reform address.
Pursuant to Joint Rule
73, the governor's message is printed in the Senate journal only.
Representative Foti moved that the joint convention arise.
