Relating to: the vote on bills that would increase certain tax rates or make certain taxing and spending decisions; and elector approval for certain taxing and spending decisions by the state and local governmental units, emergency taxes, required reserves, state mandates, continuation of state payments to other governmental units, refunds of amounts in excess of the approved amounts and reduction of tax rates to reflect the excess of revenues over expenditures (first consideration).
