The committee on Senate Organization reports and recommends:
In accordance with Senate Rule 21, it is moved that the Senate Committee on Organization create two special committees, one to be named the "Education Finance Task Force", consisting of 15 members of the legislature and the public. The other special committee shall be named the "Task Force on Telecommunications Issues", consisting of 19 members of the legislature and the public. The special committees shall post meeting notices as a standing committee of the Senate, and shall be afforded the support afforded a standing committee of the Senate, granted authorization to contract for professional assistance and shall be eligible for reimbursement of actual and necessary expenses related to attendance at meetings of the special committee. The Education Finance Task Force shall submit a report to the Senate no later than December 31, 2002. The Task Force on Telecommunications Issues shall submit a report to the Senate no later than February 15, 2002.

The Summer Affirmative Action Intern Program (SAAIP) Report for 2001 is enclosed. The report includes statistical data, evaluation results, and recommendations for program improvements. These recommendations were based on comments received from student interns and their supervisors, State Agency and University Affirmative Action Officers, SAAIP Coordinators, and Personnel Directors. We have implemented many of the recommendations for the 2002 Summer Affirmative Action Intern Program.
We are pleased to report that 2001 was another successful year for SAAIP. This past summer, 92 students were placed in 18 State agencies and University campuses throughout the State of Wisconsin. We appreciate your commitment and support in providing students exposure to state government. With your participation, the SAAIP will continue to attract Wisconsin talent in the higher education system.

S544 The Written Hiring Reasons Report for Wisconsin State Government is enclosed. the report, covering the period July 1, 2000, through June 30, 2001, is required under ss. 230.25 (1p) and 230.27 (2k), Wis. Stats., created by 1991 Wisconsin Act 101. Act 101 made several changes in Wisconsin civil service law regarding veterans preference and affirmative action. the law requires "written hiring reasons" for certain hiring transactions and requires the Department of Employment Relations to summarize the hiring reasons and prepare the report.
Information for this report came from summary information provided by each agency. Your efforts and cooperation in compiling the summary reports is appreciated. The report includes a summary and information for each state agency and UW System unit.
