Pursuant to Senate Rule 20 (2)(a) and (b), I have appointed Senator Joanne Huelsman and Senator Scott Fitzgerald to the Joint Committee on Finance, and removed Senator Rosenzweig and Senator Darling.
I have appointed Senator Judy Robson and Senator Dave Hansen to the Joint Committee on Finance, and removed Senator Moore and Senator Plache.
With regard to members of the minority party, appointments are made based on nominations made by that caucus.

The University of Wisconsin System is pleased to provide you with a copy of our annual Wisconsin Environmental Policy Act (WEPA) report. In fulfillment of Section 1.11 (2)(j) Wisconsin Statutes, this document provides information on the numbers of Environmental Impact Assessments (EIA's) and Environmentl Impact Statements (EIS's) completed in the past fiscal year.
This report addresses the activities of the university of Wisconsin System for the period from July 1, 2001 through June 30, 2002.

Gathering Waters Conservancy

The Honorable, The Senate:
It is my pleasure to share with you a report on Gathering Waters Conservancy's activities and accomplishments for Fiscal year 2002. This report is being submitted in accordance with the statutory requirements of s. 23.0955(2)(b)5. Gathering Waters Conservancy has had an extremely successful year, thanks to the on going support of the state legislature and the Department of Natural Resources.
In 2000, Gathering Waters Conservancy adopted an ambitious strategic plan (see attached) to guide our efforts through the end of 2002. We are proud to report that we accomplished and exceeded the goals set out in that plan. Our major accomplishments for FY 2002 are described in the attached report.
Thank you again for your ongoing support and commitment to building the strength of Wisconsin's land trust community. Our efforts are paying off. There are now 45 land trusts in the state. Together these organization have permanently protected over 100,000 acres in communities across Wisconsin. Land trusts in Wisconsin have a combined membership in the tens of thousands and hundreds of local volunteers; they have raised millions of dollars to protect critical lands that benefit the public; and they work with private landowners every day to promote stewardship and protection of our natural resources.

Pursuant to s. 1.11(2)(j) of the Statutes, the State of Wisconsin Investment Board is pleased to report that during fiscal year 2002, it did not consider any proposals for major action in Wisconsin that could significantly affect the quality of the human environment. Accordingly, the agency was not required to prepare any environmental assessments or impact statements under s. 1.11.
