In accordance with Section 115.38(3), Wisconsin Statutes, the state superintendent is required to publish and distribute to the legislature under s.13.172(2) a summary of the reports under sub. (2).
As a partial fulfillment of the above statutory requirements, please find enclosed a CD of the 2001-2002 Wisconsin Knowledge and Concepts Examinations Bound Report for Grades 4, 8, and 10 which include the performance of pupils, by subject area, on the statewide assessment examinations administered under s. 118.30, Wis. Stats.

The Honorable, The Senate:
We have completed a financial audit of the Petroleum Inspection Fee Revenue Obligations Program for the fiscal year ending June 30, 2002 and 2001. The program provides financing for payment of claims under the Wisconsin Petroleum Environmental Cleanup Fund Award (PECFA) program. This financial audit was performed at the request of the Department of Commerce, which audits and pays PECFA claims, and the Department of Administration, which issues the program's revenue bonds and commercial paper.
As necessary parts of the financial audit, we reviewed the Revenue Obligations Program's control procedures, assessed the fair presentation of the Statement of Changes in Program Assets, and reviewed compliance with applicable laws and regulations. We were able to provide an unqualified auditor's report on the program's financial statement and notes, and we found no reportable instances of weaknesses in the internal control structure or instances of noncompliance.
Between January 2000, when the program was created, and June 30, 2002, the State issued $280.25 million of revenue obligations under the program. This debt has allowed the State to reduce a backlog of approved but unpaid PECFA claims. However, the Department of Commerce continues to receive claims and, as of June 30, 2002, had a backlog of over $30 million in approved claims awaiting payment. In addition, nearly $50 million in claims had been received but not yet reviewed and approved.
