Relating to: certain felonies committed with intent to terrorize, threats to use weapons of mass destruction, threats to commit acts of terrorism, supporting acts of terrorism, harboring a terrorist, a sentence of death or life imprisonment for certain first-degree intentional homicides, licenses to carry a concealed weapon, possession of firearms in certain places, providing an exemption from emergency rule procedures, requiring the exercise of rule-making authority, and making an appropriation and providing penalties.
