2program that includes the grant programs under subs. (3m) and (4).

(3m) (b) (intro.) From the appropriation under s. 20.445
(1) (e) (7) (b),
6the board shall award grants to applying local partnerships for the implementation
7and coordination of local youth apprenticeship programs. A local partnership shall
8include in its grant application the identity of each public agency, nonprofit
9organization, individual, and other person who is a participant in the local
10partnership, a plan to accomplish the implementation and coordination activities
11specified in subds. 1. to 6., and the identity of a fiscal agent who shall be responsible
12for receiving, managing, and accounting for the grant moneys received under this
13paragraph. Subject to par. (c), a local partnership that is awarded a grant under this
14paragraph may use the grant moneys awarded for any of the following
15implementation and coordination activities:".

Governor's work-based learning board. In the schedule under section
1920.005 (3) of the statutes for the appropriation to the department of workforce
20development under section 20.445 (1) (a) of the statutes, as affected by the acts of
212003, the dollar amount is increased by $230,000 for fiscal year 2004-05 to increase
22the authorized FTE positions for the department by 2.0 GPR positions for the
23performance of services for the governor's work-based learning board.

Local youth apprenticeship grants. In the schedule under section 20.005
2(3) of the statutes for the appropriation to the department of workforce development
3under section 20.445 (7) (b) of the statutes, as affected by the acts of 2003, the dollar
4amount is increased by $400,000 for fiscal year 2003-04 and the dollar amount is
5increased by $1,103,000 for fiscal year 2004-05 to increase funding for the purpose
6for which the appropriation is made.".
