4Section 1d. Assembly rule 9 (2) (a), (bm), (c) and (cm) are amended to read:

5Assembly Rule 9 (2) (a) The
speaker shall determine the total number of
6members on each
standing committee
, unless specified by statute, joint rule, or
7assembly rule, and the allocation of the number between members of the majority
8and minority party
shall be determined by the speaker.

(bm) The first-named person of each standing committee
is the shall convene
10the first meeting of the committee in each legislative biennium, at which the
11committee shall elect a chairperson
and the second-named person is the, vice
12chairperson
, and secretary before engaging in any other activity. The secretary shall
1be elected first and shall administer the election for chairperson and vice chairperson
2and perform the duties of vice chairperson in the absence of the chairperson or vice
3chairperson. An election for chairperson or vice chairperson is by secret ballot. If
4after a committee elects a chairperson, vice chairperson, and secretary a vacancy
5occurs in the office of chairperson or secretary, the vacancy shall be filled by election
6in the same manner as the original election.

(c) The speaker shall make all committee appointments of members of the
8minority party as nominated by the minority leader
, except that the speaker may
9appoint any member of the minority party as chairperson of a committee.

(cm) Unless the member is the chairperson
or vice chairperson, the
11first-named member of each standing committee appointed by the speaker is the
12ranking majority member and the first-nominated minority member of each
13standing committee who is first nominated by the minority leader is the ranking
14minority member of that committee unless the
speaker and minority leader agree
15that the first-nominated member is the vice chairperson of the committee 16chairperson and vice chairperson are members of the same party. In that case, the
17leader of the party without a ranking member on the committee may name as
18ranking member a member of the committee who is a member of that party.

21one assembly standing committee at any one time.

Standing, special, joint, and statutory committees.
24 (1) In the temporary absence of the chairperson of a standing, special, joint, or
25statutory committee, the vice chairperson shall carry out the duties assigned to the
1chairperson until the return of the chairperson. If the chairperson is separated from
2the committee by death, resignation, or removal from office, the vice chairperson
3shall carry out the duties assigned to the chairperson until a new chairperson is
4elected. At the first meeting of the committee after the chairperson is separated from
5the committee, the committee shall elect a new chairperson.

(2) A member of a standing, special, joint, or statutory committee who is a
7representative to the assembly may be removed as a member of the committee only
8by the vote of a majority of the current membership of the assembly.

(3) Every special assembly committee shall elect a chairperson, vice
10chairperson, and secretary from among its members in the manner in which they are
11elected by standing committees. The assembly members of every statutory
12legislative committee or committee on which there are representatives to the
13assembly selected by the assembly or the officers thereof shall elect an assembly
14cochairperson, vice chairperson, and secretary from among its members who are
15representatives to the assembly in the manner in which they are elected by standing
16committees.".
