TO SENATE SUBSTITUTE AMENDMENT 1,
TO SENATE BILL 1

SB1-SSA1-SA4,1,11 At the locations indicated, amend the substitute amendment as follows:
SB1-SSA1-SA4,1,3 21. Page 1, line 11: after "balance;" insert "earmarking moneys in the Wisconsin
3development fund for specified purposes;".
SB1-SSA1-SA4,1,4 42. Page 2, line 5: after that line insert:
SB1-SSA1-SA4,1,5 5" Section 9109. Nonstatutory provisions; commerce.
SB1-SSA1-SA4,2,6 6(1m) Earmarked Wisconsin development fund moneys. During the period
7beginning on the effective date of this subsection and ending on June 30, 2003, the
8department of commerce shall take actions to ensure that $1,500,000 from the
9appropriation under section 20.143 (1) (ie) of the statutes is available for grants and
10loans under subchapter V of chapter 560 of the statutes, except section 560.65 of the
11statutes, and for loans under section 560.147 of the statutes, for grants under
12sections 560.16, 560.175, and 560.25 of the statutes, for assistance under section

1560.06 (2) of the statutes, and for reimbursements under section 560.167 of the
2statutes, all for the purposes of job creation and job retention in the cities of
3Cumberland, Manitowoc, and Chippewa Falls. This subsection does not require the
4department of commerce to disburse moneys to any person who fails to satisfy all
5applicable requirements for the receipt of moneys under the programs described in
6this subsection.".
SB1-SSA1-SA4,2,7 73. Page 3, line 14: delete "$7,000,000" and substitute "$5,500,000".
SB1-SSA1-SA4,2,8 84. Page 3, line 14: after that line insert:
SB1-SSA1-SA4,2,14 9"(1m) Additional Wisconsin development fund appropriation lapse. On June
1030, 2003, the amount determined under this subsection is lapsed from the
11appropriation under section 20.143 (1) (ie) of the statutes. The amount of the lapse
12required under this subsection is the amount by which disbursements from and
13obligations of moneys earmarked under Section 9109 (1m) of this act is less than
14$1,500,000.".
