Assembly Journal
The Assembly met in the Assembly Chamber located in the State Capitol. Pursuant to Section 13.02 of the Wisconsin Statutes and Assembly Rule 5, the Assembly was called to order by the chief clerk of the 2001-2002 session, Patrick Fuller.
The prayer was offered by Father Jim Baraniak of Saint Norbert Abbey in DePere:

Then an argument broke out among them, about which of them should be regarded as the greatest. He said to them, "The kings of the Gentiles, lord it over them, and those in authority over them, are addressed as benefactors; but among you it shall not be so. Rather, let the greatest among you, be as the youngest, and the leader, as the servant. For who is greater; the one seated at the table, or the one who serves? Is it not the one seated at table? And yet I am among you, as the one who serves."

2002 was truly a difficult year for leaders in Church, Government and Corporate America. While we are still reeling with the effects of people in authority - either elected or appointed - who have made serious mistakes in judgement, the cause of such impropriety is rather simple and straight forward.
When we assume people are called to serve and they seek to be served, we are scandalized. When one values self-service over self-sacrifice, we are offended. When one's life is marked by magistry when we are thinking ministry - we are appalled.
But the beginning of a new year, and more specifically a day such as this becomes a Season of Hope. 2003 can be for us a threshold of change, the promise of a brighter future! It is a call for us to reclaim our own innocence!
I assume many of you made certain promises that led you to this chamber today similar to the vows I professed years ago. My hope for each of you this day is the same hope that I have for myself today: may we all be faithful to our promises: may we be true to our word.
But beyond being true to our word, may we be true to the word. May we be true to the word made flesh. The one who came that first Christmas is the one who comes to us this Christmas, this Inauguration Day. For he comes to dispel our darkness, to fill us with light, to serve rather than be served to give his life in ransom for us all. He is the one who makes all things new, the True Leader who makes all life complete. May each of us - with our own unique responsibilities and ministries - take part if the best of that mission! In that affirmation in that challenge, LET US PRAY:
I would like to take this opportunity to thank you for including prayer in your very important and historical day in the life of the State of Wisconsin. Specifically, I would like to thank the Speaker of the House, John Gard, for his friendship and for the gracious invitation allowing me to be a part of this Inauguration Day.
For those who believe, we know that Christmas is not just one day, nor is it simply a three-week liturgical season wherein we still find ourselves today. Rather, it is a way of life! For we believe that where two or three are gathered in God's name, when we call upon the name of the Lord, he is truly borne again in our midst.
In the spirit of Christ, then, I call upon the words of Saint Luke the Evangelist whose words were chosen for the Feast of the Holy Innocence within the Christmas season. I believe Luke's words can shed light on our assembly today.
Almighty and Eternal God, You have revealed your glory to all nations. God of power and might, -- of wisdom and justice, through you, authority is rightly administered, laws are enacted -- and judgement is decreed.
We pray for the governor of our state, for the members of the legislature, for judges, all elected civil officials - especially those new to their office this day and all others who are entrusted and guard and celebrate our political welfare. May they be enabled by your powerful protection to discharge their duties with honesty and ability.
We likewise commend to your unbounded mercy all citizens of Wisconsin and the United States; may we be blessed in the knowledge and sanctified in the observance of your holy law. May we be preserved in union and in that peace which the world cannot give or take away. And finally, after enjoying the blessings of this life, may we be admitted to join those who celebrate eternal life.
We pray to you our Almighty God who lives and reigns with our Word made flesh and in the unity of your Holy Spirit, one God, forever and ever, AMEN.

The Colors were presented by Company G, 2nd Battalion, United States Marine Corps.
A2 Representative-elect Amy Sue Vruwink and Representative-elect Becky Weber led the membership in reciting the pledge of allegiance to the flag of the United States of America.
Jennifer Komassa of Representative McCormick's office led the membership in singing the "Star Spangled Banner", accompanied by the 132nd Army Band Brass Quintet.
