Governor's Veto Message
March 4, 2004
To the Honorable Members of the Assembly:
I am vetoing Assembly Bill 733 in its entirety. This bill allows the Department of Regulation and Licensing to grant a Wisconsin license to an individual who is licensed as a real estate broker or salesperson in other states or territories, in accordance with reciprocal agreements.
A789
While the bill may have merit, AB 733 passed the legislature during a special session and was not subject to the full legislative process. This bill was not reviewed by the Assembly Committee on Housing, the Senate Committee on Economic Development, Job Creation and Housing, the Assembly Committee on Labor, or the Senate Committee on Labor, Small Business Development and Consumer Affairs. AB 733 did not receive adequate public scrutiny and opportunity for input prior to its passage. For example, while the bill may expedite the process of licensing out-of-state agents in Wisconsin, there has not been a thorough consideration of how other states' licensing requirements compare with those for Wisconsin agents. To protect the interests of Wisconsin consumers, AB 733 needs an opportunity to receive meaningful public review. For these reasons, I am vetoing the bill.
Sincerely,
Jim Doyle
Governor
