This report is transmitted as required by sec. 20.002(11)(f) of the Wisconsin Statutes, (for distribution to the appropriate standing committees under sec. 13.172(3) Stats.), and confirms that the Department of Administration has found it necessary to exercise the "temporary reallocation of balances" authority provided by this section in order to meet payment responsibilities and cover resulting negative balances during the month of March 2003.
On March 1, 2003, the Wisconsin Health Education Loan Repayment Fund cash balance closed at a negative $3 thousand. This negative balance continued until March 6, 2003, when the fund cash balance closed at a positive $19 thousand. The negative balance was due to the difference in the timing of revenues and expenditures.
The Wisconsin Health Education Loan Repayment Fund shortfall was not in excess of the statutory interfund borrowing limitation and did not exceed the balances of the funds available for interfund borrowing.
The distribution of interest earnings to investment pool participants is based on the average daily balance in the pool and each fund's share. Therefore, the monthly calculation by the State Controller's Office will automatically reflect the use of these temporary reallocations of balance authority, and as a result, the funds requiring the use of the authority will effectively bear the interest cost.

Stats. s. 961.36(3). It includes findings with respect to the Board's effect on the distribution and abuse of controlled substances, including recommendations for improving control and prevention of the diversion of controlled substances.

According to Wisconsin School Law 121.87 in accordance with 13.172, the Board is required by law to submit the enclosed reports. School Law 121.87 states "...annually by May 1 the board of school directors of the school district operating under ch. 119 shall submit a report to the legislature under s.13.172(2) that specifies the number, percentage, race, sex, grade and attendance area of pupils transferred outside their attendance without written consent under s. 121.85(6)(am)."
Enclosed you will find four (4) reports that meet the requirements stated above. The total number of intra-district students bused under the Chapter 220 designation for the school year 2002-2003 equals 17,034. Of that number 1,955 either did not return a consent form or checked box indicating no consent. Students who have moved during the school year and no longer require parental consent were subtracted from the non-returned figure. The district did meet the requirement of ninety percent (90%) parents providing consent.
The four reports contain the following information:
Report 1 - Lists ethnic code breakdown by Grade Level for the 1,955 students.
Code 1 = American Indian
Code 2 = African American
Code 3 = Asian
Code 4 = Hispanic
Code 5 = White
Code 6 = Other
Report 2 - Lists the ethnic code breakdown by School Attendance Area. (Attached is a copy of our school site numbers and the elementary school they represent).
S170 Report 3 - Lists a male or female breakdown by Grad Level.
Report 4 - Lists a male or female breakdown by Attendance Area.

Senate Bill 117 introduced by Senator Schultz and others relates to prohibiting methyl tertiary-butyl ether in automotive gasoline, providing an exemption from emergency rule procedures, and granting rule making authority.
Senate Bill 117 contains a fiscal note in excess of $10,000. Pursuant to s.16.47(2) the committee on Senate Organization considers this bill to be an emergency and authorizes passage prior to the passage of the Budget Bill.
