relating to: increasing funding for local youth
3apprenticeship grants, increasing positions for the Governor's Work-Based
4Learning Board, and making appropriations.
Analysis by the Legislative Reference Bureau
Under current law, the Governor's Work-Based Learning Board (GWBLB),
which is attached to the Department of Workforce Development (DWD), awards
grants to local partnerships for the implementation and coordination of local youth
apprenticeship programs under which employers are recruited to provide
on-the-job training and supervision for students who are recruited to participate in
those programs. Currently, $1,100,000 in general purpose revenues (GPR) is
appropriated in each of fiscal years 2003-04 and 2004-05 for those grants. This bill
increases the amounts appropriated for those grants by $400,000 GPR in fiscal year
2003-04 and by $1,103,000 GPR in fiscal year 2004-05. The bill also increases the
general program operations appropriation of DWD by $230,000 in GPR fiscal year
2004-05 for the purpose of increasing the authorized full-time equivalent positions
of DWD by 2.0 positions for the performance of services for the GWBLB.

(3m) (b) (intro.) From the appropriation under s. 20.445
(1) (e) (7) (b),
10the board shall award grants to applying local partnerships for the implementation
11and coordination of local youth apprenticeship programs. A local partnership shall
12include in its grant application the identity of each public agency, nonprofit
13organization, individual, and other person who is a participant in the local
14partnership, a plan to accomplish the implementation and coordination activities
15specified in subds. 1. to 6., and the identity of a fiscal agent who shall be responsible
16for receiving, managing, and accounting for the grant moneys received under this
17paragraph. Subject to par. (c), a local partnership that is awarded a grant under this
18paragraph may use the grant moneys awarded for any of the following
19implementation and coordination activities:

Governor's work-based learning board. In the schedule under section
220.005 (3) of the statutes for the appropriation to the department of workforce
3development under section 20.445 (1) (a) of the statutes, as affected by the acts of
42003, the dollar amount is increased by $230,000 for fiscal year 2004-05 to increase
5the authorized FTE positions for the department by 2.0 GPR positions for the
6performance of services for the governor's work-based learning board.
