to amend 560.25 (4) of the statutes;

Analysis by the Legislative Reference Bureau
Under current law, the Department of Commerce (department) may award
grants to a technology-based nonprofit organization to provide support for a
manufacturing extension center, if the organization submits to the department a
plan detailing its proposed expenditures and performance measures related to the
project for which the organization is seeking a grant and the department approves
the plan. The department may not award more than $1,000,000 in such grants in
a fiscal year. In addition, a technology-based nonprofit organization that receives
a manufacturing extension center grant is not eligible to receive a technology
development grant or loan from the Wisconsin development fund.
This bill increases funding for manufacturing extension center grants to
$1,000,000 in fiscal year 2003-04 and provides that, beginning with fiscal year
2004-05, the department may award $1,500,000 in such grants in each fiscal year.
The bill also allows a technology-based nonprofit organization that receives a
manufacturing extension center grant to be eligible for a technology development
grant or loan.

Manufacturing extension center grants. In the schedule under section
820.005 (3) of the statutes for the appropriation to the department of commerce under
9section 20.143 (1) (fj) of the statutes, as affected by the acts of 2003, the dollar amount
10is increased by $900,000 for fiscal year 2003-04 and the dollar amount is increased
11by $1,400,000 for fiscal year 2004-05 to increase funding for the purpose for which
12the appropriation is made.
