AB100-SA8,4,19 2. The employer submits, and the department approves, a training plan that has been developed jointly by the employer with a technical college or other training provider and that details the proposed use of the grant proceeds.

AB100-SA8,4,20 3. The employer enters into an agreement for the use of the grant proceeds.

AB100-SA8,4,22 4. The employer agrees to submit the report required under par. (b) by the time the report is required under par. (b).

AB100-SA8,5,3 (b) An employer that is awarded a grant under this section shall submit to the department, within 6 months after the full amount of the grant has been spent, a report detailing how the grant proceeds were used.

AB100-SA8,5,6 (2) In awarding grants under sub. (1), the department shall give preference to employers who submit training plans under which the training will be provided by a technical college.

AB100-SA8,5,10 (3) The department shall award grants under sub. (1) from the appropriation under s. 20.143 (1) (cs). If the department exhausts the moneys in the appropriation under s. 20.143 (1) (cs), the department may award grants under sub. (1) from the appropriation under s. 20.143 (1) (c).

AB100-SA8,5,13 (4) The department may pay the proceeds of a grant under sub. (1) directly to the technical college or other training provider that participated in developing the training plan under sub. (1) (a) 2.

AB100-SA8,5,15 (5) The department shall promulgate rules defining, for purposes of the program under this section, all of the following terms:

AB100-SA8,5,16 (a) Capital investment.

AB100-SA8,5,17 (b) Family-supporting wage.

AB100-SA8,5,18 (c) High-paying job.

AB100-SA8,5,19 (d) Significant numbers.".

AB100-SA8,6,2 560.799 Super employment and economic development zone grant program. (1) Beginning on July 1, 2006, from the appropriation under s. 20.143 (1) (cm), the department may award a grant to an eligible business that locates in an extremely depressed area designated under sub. (3) (a), for reimbursing the business's eligible costs, if all of the following apply:

AB100-SA8,6,4 (a) The department determines that the business will create not fewer than 100 qualifying jobs in the extremely depressed area.

AB100-SA8,6,7 (b) The business enters into a written agreement with the department that specifies the conditions for use of the grant proceeds and in which the business agrees to do all of the following:

AB100-SA8,6,9 1. Compensate at a family-supporting wage not less than 90 percent of the employees in the qualifying jobs created under par. (a).

AB100-SA8,6,11 2. Make every reasonable effort to hire individuals who reside in the extremely depressed area to fill at least 75 percent of the qualifying jobs created under par. (a).

AB100-SA8,6,13 3. Submit the report required under sub. (2) by the time the report is required under sub. (2).

AB100-SA8,6,17 (2) A business that is awarded a grant under this section shall, by March 31 of the year following a year in which the department disburses grant moneys to the business, submit to the department a report detailing how the grant moneys received in that year were used.

AB100-SA8,6,18 (3) The department shall do all of the following:

AB100-SA8,6,22 (a) Designate areas in this state as extremely depressed areas. The department may not designate an area under this paragraph unless the department determines that the unemployment rate for the area equals or exceeds 150 percent of the average unemployment rate for this state.

AB100-SA8,6,23 (b) Promulgate rules defining all of the following terms:

AB100-SA8,7,2 1. "Eligible costs," which may include property taxes, utilities, job training, employee transportation, a portion of wages paid by the business to employees who reside in the extremely depressed area, and a portion of the costs incurred by the business to provide child care at the business for employees.

AB100-SA8,7,3 2. "Extremely depressed area."

AB100-SA8,7,4 3. "Family-supporting wage."

AB100-SA8,7,5 4. "Qualifying jobs."

AB100-SA8,7,7 (4) The department may pay grant proceeds to an eligible business that is awarded a grant under this section for up to 5 years.".
