1(b) An employer that is awarded a grant under this section shall submit to the
2department, within 6 months after the full amount of the grant has been spent, a
3report detailing how the grant proceeds were used.
AB100-SA8,5,6 4(2) In awarding grants under sub. (1), the department shall give preference to
5employers who submit training plans under which the training will be provided by
6a technical college.
AB100-SA8,5,10 7(3) The department shall award grants under sub. (1) from the appropriation
8under s. 20.143 (1) (cs). If the department exhausts the moneys in the appropriation
9under s. 20.143 (1) (cs), the department may award grants under sub. (1) from the
10appropriation under s. 20.143 (1) (c).

12the technical college or other training provider that participated in developing the
13training plan under sub. (1) (a) 2.

11depressed area to fill at least 75 percent of the qualifying jobs created under par. (a).
AB100-SA8,6,1312 3. Submit the report required under sub. (2) by the time the report is required
13under sub. (2).
AB100-SA8,6,17 14(2) A business that is awarded a grant under this section shall, by March 31
15of the year following a year in which the department disburses grant moneys to the
16business, submit to the department a report detailing how the grant moneys received
17in that year were used.
AB100-SA8,6,18 18(3) The department shall do all of the following:
AB100-SA8,6,2219 (a) Designate areas in this state as extremely depressed areas. The
20department may not designate an area under this paragraph unless the department
21determines that the unemployment rate for the area equals or exceeds 150 percent
22of the average unemployment rate for this state.
AB100-SA8,6,2323 (b) Promulgate rules defining all of the following terms:
AB100-SA8,7,224 1. "Eligible costs," which may include property taxes, utilities, job training,
25employee transportation, a portion of wages paid by the business to employees who

1reside in the extremely depressed area, and a portion of the costs incurred by the
2business to provide child care at the business for employees.
