SB127-AA1,1,9 (1) This act takes effect on the date that, after the secretary of health and family services certifies to the revisor of statutes that the federal department of health and human services has promulgated final regulations that establish standards for the operation of umbilical cord blood banks and that an umbilical cord blood bank meeting those standards exists in this state, a statement to this effect is published in the Wisconsin administrative register.".
