In determining the amount of funds needed for debt service payments under s. 20.395 (6) (au) in the first year of the fiscal biennium for which information is submitted, the department shall assume that no additional bonds will be issued under s. 20.866 (2) (uup) during the fiscal biennium for which information is submitted.".
