(c) Pending matters. Any matter pending with the department of corrections on the effective date of this paragraph that is primarily related to the Community Intervention Program under section 301.263, 2003 stats., as determined by the secretary of administration, is transferred to the department of administration and all materials submitted to or actions taken by the department of corrections with respect to the pending matter are considered as having been submitted to or taken by the department of administration.

(d) Contracts. All contracts entered into by the department of corrections in effect on the effective date of this paragraph that are primarily related to the Community Intervention Program under section 301.263, 2003 stats., as determined by the secretary of administration, remain in effect and are transferred to the department of administration. The department of administration shall carry out any obligations under such a contract until the contract is modified or rescinded by the department of administration to the extent allowed under the contract.

(e) Rules and orders. All rules promulgated by the department of corrections in effect on the effective date of this paragraph that are primarily related to the Community Intervention Program under section 301.263, 2003 stats., remain in effect until their specified expiration date or until amended or repealed by the department of administration. All orders issued by the department of corrections in effect on the effective date of this paragraph that are primarily related to the Community Intervention Program under section 301.263, 2003 stats., remain in effect until their specified expiration date or until modified or rescinded by the department of administration.

Under current law, $340,000 in federal Temporary Assistance for Needy Families (TANF) block grant moneys are transferred from DWD to the Child Abuse and Neglect Prevention Board (CANPB) in each fiscal year. This bill eliminates that transfer and instead appropriates general purpose revenues to the CANPB for grants to organizations for the establishment of child abuse and neglect prevention programs, early childhood family education centers, and right from the start projects.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SECTION 1. 20.433 (1) (b) of the statutes is created to read:

20.433 (1) (b) Grants to organizations. The amounts in the schedule to be used for grants to organizations under s. 48.982 (4), (6), and (7).

SECTION 2. 48.982 (4) (a) of the statutes is amended to read:

48.982 (4) (a) From the appropriations under s. 20.433 (1) (b), (h), (i), (k), (m), and (q), the board shall award grants to organizations in accordance with the plan developed under sub. (2) (a). In each of the first 2 fiscal years in which grants are awarded, no organization may receive a grant or grants totaling more than $30,000.

SECTION 3. 48.982 (6) (a) of the statutes is amended to read:

48.982 (6) (a) From the appropriations under s. 20.433 (1) (b), (h), (i), (k), (ma), and (q), the board shall award grants to organizations in accordance with the request-for-proposal procedures developed under sub. (2) (a). No organization may receive a grant or grants under this subsection totaling more than $150,000 in any year.

SECTION 4. 48.982 (7) (a) of the statutes is amended to read:

48.982 (7) (a) From the appropriations under s. 20.433 (1) (b), (h), (i), (k), and (q), the board shall award grants to organizations in accordance with the plan developed under sub. (2) (a).

Under current law, DHFS uses general purpose revenue (GPR) and federal moneys received under the federal Temporary Assistance for Needy Families (TANF) block grant program for providing grants to organizations that provide various types of domestic abuse services; for providing grants to nonprofit corporations and county departments of human services or social services for programs to prevent and reduce youth violence, the incidence of youth alcohol and other drug abuse, and the incidence of nonmarital pregnancy; and for providing grants to American Indian tribes and bands for providing services related to vocational preparation and reducing high school dropout rates, pregnancy prevention, and developing skills to increase economic self-sufficiency. This bill maintains the funding level for these programs but replaces the TANF funding with funding from GPR.
Other health and human services
Under the Domestic Abuse Grants Program in current law, DHFS provides grants to organizations that provide various types of domestic abuse services, such as shelter facilities and victim counseling. In addition to providing general grant authority, current law directs DHFS to provide grants in specific amounts to specific organizations, such as a grant in each fiscal year to the Wisconsin Coalition Against Domestic Violence for the cost of a staff person to provide assistance in obtaining legal services. The bill provides that under the program DHFS must provide a grant of $563,500 in each fiscal year to the Refugee Family Strengthening Project for providing domestic abuse services to the refugee population, including the cost of hiring bilingual staff persons, especially those who speak Hmong.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SECTION 1. 20.435 (3) (km) of the statutes is repealed.

SECTION 2. 46.95 (2) (a) of the statutes is amended to read:

46.95 (2) (a) The secretary shall make grants from the appropriations under s. 20.435 (3) (cd), and (hh) and (km) to organizations for the provision of any of the services specified in sub. (1) (d). Grants may be made to organizations which have provided those domestic abuse services in the past or to organizations which propose to provide those services in the future. No grant may be made to fund services for child or unborn child abuse or abuse of elderly persons.

SECTION 3. 46.95 (2) (f) (intro.) of the statutes is amended to read:

46.95 (2) (f) (intro.) From the appropriations under s. 20.435 (3) (cd), and (hh) and (km), the department shall do all of the following:

SECTION 4. 46.95 (2) (f) 10. of the statutes is created to read:

From the appropriations under s. 20.435 (3) (eg), (km) and (nL), the department shall distribute $2,125,200 in each fiscal year to applying nonprofit corporations and public agencies operating in a county having a population of 500,000 or more and $1,199,300 in each fiscal year to applying county departments under s. 46.22, 46.23, 51.42, or 51.437 operating in counties other than a county having a population of 500,000 or more to provide programs to accomplish all of the following:

SECTION 7. 46.995 (1m) of the statutes is amended to read:

46.995 (1m) TRIBAL ADOLESCENT SERVICES ALLOCATIONS ALLOCATION. From the appropriation account under s. 20.435 (3) (km), the department may allocate $195,000 in each fiscal year and, from the appropriation account under s. 20.435 (3) (eg), the department may allocate $15,000 $210,000 in each fiscal year to provide the grants specified in subs. (2), (3) (b), and (4m) (b).

SECTION 8. 46.995 (2) of the statutes is amended to read:

46.995 (2) ADOLESCENT SELF-SUFFICIENCY SERVICES. From the allocations allocation under sub. (1m), the department may provide a grant annually in the amount of $85,000 to the elected governing body of a federally recognized American Indian tribe or band to provide services for adolescent parents which shall emphasize high school graduation and vocational preparation, training, and experience and may be structured so as to strengthen the adolescent parent's capacity to fulfill parental responsibilities by developing social skills and increasing parenting skills. The tribe or band seeking to receive a grant to provide these services shall develop a proposed service plan that is approved by the department.

SECTION 9. 46.995 (3) (b) of the statutes is amended to read:

46.995 (3) (b) From the allocations allocation under sub. (1m), the department may provide a grant annually in the amount of $65,000 to the elected governing body of a federally recognized American Indian tribe or band to provide to high-risk adolescents pregnancy and parenthood prevention services which shall be structured so as to increase development of decision-making and communications skills, promote graduation from high school, and expand career and other options and which may address needs of adolescents with respect to pregnancy prevention.

SECTION 10. 46.995 (4m) (b) (intro.) of the statutes is amended to read:

46.995 (4m) (b) (intro.) From the allocations allocation under sub. (1m), the department may provide a grant annually in the amount of $60,000 to the elected governing body of a federally recognized American Indian tribe or band for the provision of information to members of the tribe or band in order to increase community knowledge about problems of adolescents and information to and activities for adolescents, particularly female adolescents, in order to enable the adolescents to develop skills with respect to all of the following:

Current law authorizes a technical college district board to charge an additional fee for a short-term, professional development, vocational-adult seminar or workshop offered to individuals who are employed in a related field. The additional fee may not exceed an amount equal to the full cost of the seminar or workshop less the normal program fee.
This bill eliminates this restriction on the amount of the additional fee but provides that the seminar or workshop may not consist of more than 24 hours of instruction.

Under current law, DHFS awards grants of up to $300,000 in each fiscal year to independent living centers, which are community-based, nonresidential, private nonprofit agencies that are designed and operated by persons with disabilities and that provide an array of independent living services to severely disabled persons. The grants are funded from federal vocational rehabilitation moneys that are received by DWD and transferred to DHFS.
This bill increases to $600,000 per fiscal year the amount of moneys transferred by DWD to DHFS for grants to independent living centers.
