The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SECTION 1. 20.370 (3) (at) of the statutes is amended to read:

20.370 (3) (at) Education and safety programs. All moneys remitted to the department under ss. 23.33 (5) (d), 29.591 (3), 30.74 (1) (b) and 350.055 for programs or courses of instruction under ss. 23.33 (5) (d), 29.591 (3), 30.74 (1) (a) and 350.055.

SECTION 2. 20.370 (3) (au) of the statutes is repealed.

****NOTE: This SECTION involves a change in an appropriation that must be reflected in the revised schedule in s. 20.005, stats.

SECTION 3. 29.591 (3) of the statutes is amended to read:

29.591 (3) INSTRUCTION FEE. The department may not charge shall promulgate a rule establishing a fee for the course of instruction under the hunter education program and the bow hunter education program. If the department offers an advanced hunter education course or an advanced bow hunter education course, the rule may authorize the department to charge an additional fee for those courses. The instructor conducting a course under this subsection shall collect the instruction fee from each person who receives instruction. The department may reimburse instructors for allowable costs, as determined by the department, instructor may retain up to $5 for each person who receives instruction from that instructor for allowable costs of instruction, as determined by the department. The instructor shall remit the remainder of the fee, or if nothing is retained, the entire fee, to the department.

Under current law, DNR administers an endangered resources program for the purposes of improving habitats for endangered or threatened species, conducting the Natural Heritage Inventory Program, conducting wildlife research, providing for wildlife damage control, and providing wildlife management services. The endangered resources program is funded in part by a voluntary income tax check-off program.
This bill creates an additional source of funding for the endangered resources program from the conservation fund appropriation that, under current law, funds many of DNR's general program operations relating to conservation, state parks, and fishing, hunting, and trapping regulations.

Under current law, a person may not operate a vehicle in state parks or certain other state recreational lands unless the vehicle has been issued a vehicle admission receipt by DNR. The base fee for the receipt varies depending on whether the receipt is issued on an annual or a daily basis and depending on the kind of vehicle for which the receipt is issued. It also varies, for certain types of receipts, depending on whether the receipt is issued to a resident or to a nonresident. Furthermore, DNR charges a reduced fee for receipts issued to certain persons including persons who share a household with a person who has been issued a current annual vehicle admission receipt (additional receipt). Generally, DNR charges a higher fee for receipts issued to nonresidents. In addition to the base fee, DNR collects an issuing fee of 50 cents for each annual vehicle admission receipt issued and an issuing fee of 15 cents for each daily vehicle admission receipt issued.
This bill changes current law so that the base fee charged for an annual resident vehicle admission receipt is increased from $19.50 to $24.50 and the base fee charged for an annual nonresident vehicle admission receipt is increased from $29.50 to $34.50. The bill also increases the base fee charged for a daily resident vehicle admission receipt from $4.85 to $6.85. It also increases the base fee charged for an additional receipt from $9.50 to $12 for residents and from $14.50 to $17 for nonresidents.
Under current law, DNR operates state campgrounds in state parks, state forests, and other lands under its supervision and management, and classifies these campgrounds into separate categories. For the use of a campsite in a state campground, DNR charges a fee that varies depending on how the campground is categorized. Under current law, with certain exceptions, the nightly fee for the use of a campsite ranges from $6 to $10. This bill increases the nightly campsite fees by $2 so that the fees range from $8 to $12.

SECTION 2. 27.01 (7) (f) 2. of the statutes is amended to read:

27.01 (7) (f) 2. Except as provided in subds. 3. and 4. and par. (gm) 4., the fee for a daily vehicle admission receipt is $4.85 $6.85 for any vehicle which has Wisconsin registration plates.

SECTION 3. 27.01 (7) (g) 1. of the statutes is amended to read:

27.01 (7) (g) 1. Except as provided in par. (gm), the fee for an annual vehicle admission receipt is $29.50 $34.50 for any vehicle that has a registration plate or plates from another state, except that no fee is charged for a receipt issued under s. 29.235 (6).

SECTION 4. 27.01 (7) (gm) 1. of the statutes is amended to read:

27.01 (7) (gm) 1. Instead of the fees under pars. (f) 1. and (g) 1., the department shall charge an individual $9.50 $12 or $14.50 $17, respectively, for an annual vehicle admission receipt if the individual applying for the receipt or a member of his or her household owns a vehicle for which a current annual vehicle admission receipt has been issued for the applicable fee under par. (f) 1. or (g) 1.

SECTION 5. 27.01 (10) (d) 1. of the statutes is amended to read:

27.01 (10) (d) 1. The camping fee for each night at a campsite in a campground which is classified as a Type "A" campground by the department is $8 $10 for a resident camping party.

SECTION 6. 27.01 (10) (d) 2. of the statutes is amended to read:

27.01 (10) (d) 2. The camping fee for each night at a campsite in a campground which is classified as a Type "A" campground by the department is $10 $12 for a nonresident camping party.

SECTION 7. 27.01 (10) (d) 3. of the statutes is amended to read:

27.01 (10) (d) 3. The camping fee for each night at a campsite in a state campground which is classified as a Type "B" campground by the department is $7 $9 for a resident camping party.

SECTION 8. 27.01 (10) (d) 4. of the statutes is amended to read:

27.01 (10) (d) 4. The camping fee for each night at a campsite in a state campground which is classified as a Type "B" campground by the department is $9 $11 for a nonresident camping party.

SECTION 9. 27.01 (10) (d) 5. of the statutes is amended to read:

27.01 (10) (d) 5. The camping fee for each night at a campsite in a campground which is classified as a Type "C" campground by the department is $6 $8 for a resident camping party.

SECTION 10. 27.01 (10) (d) 6. of the statutes is amended to read:

Under current law, the Board of Commissioners of Public Lands (BCPL) may invest moneys in the common school fund, the normal school fund, the university fund and the agricultural college fund (collectively, the "trust funds") in certain specified investments. These include bonds or notes of the United States; bonds issued by this state or the University of Wisconsin Hospitals and Clinics Authority; and bonds issued by a town, village, city, county, or school district or certain other special districts in the state. If requested by BCPL, the State of Wisconsin Investment Board (SWIB) is required to provide BCPL with advice and assistance in investing these moneys.
This bill authorizes BCPL to delegate to the SWIB the authority to invest part or all of the moneys belonging to the trust funds. Under the bill, if BCPL delegates the authority, the SWIB may invest the moneys belonging to the trust funds in any fixed income investment or fund that invests in fixed income instruments.

SECTION 1. 24.61 (2) (a) (title) of the statutes is amended to read:

24.61 (2) (a) (title) Authorized investments by board.

SECTION 2. 24.61 (2) (b) of the statutes is amended to read:

24.61 (2) (b) Deposited with secretary of administration. All bonds, notes, and other securities so purchased under par. (a) shall be deposited with the secretary of administration.

SECTION 3. 24.61 (2) (c) of the statutes is created to read:

24.61 (2) (c) Delegation of investment authority to investment board. The board may delegate to the investment board the authority to invest part or all of the moneys belonging to the trust funds. If the board delegates the authority, the investment board may invest the moneys belonging to the trust funds in any fixed income investment or fund that invests in fixed income instruments.

SECTION 4. 24.62 (1) of the statutes is amended to read:

24.62 (1) Except as authorized in sub. (2), the board shall deduct its expenses incurred in administering investments and loans under s. 24.61 from the gross receipts of the fund to which the interest and income of the investment or loan will be added. If the board delegates to the investment board the authority to invest part or all of the moneys belonging to the trust funds, the investment board shall deduct its expenses incurred in administering investments under s. 24.61 as provided under s. 25.17 (9).

SECTION 5. 25.17 (1) (afp) of the statutes is created to read:

25.17 (1) (afp) Agricultural college fund (s. 24.82), but subject to the terms of delegation under s. 24.61 (2) (c);

SECTION 6. 25.17 (1) (axp) of the statutes is created to read:

25.17 (1) (axp) Common school fund (s. 24.76), but subject to the terms of delegation under s. 24.61 (2) (c);

SECTION 7. 25.17 (1) (kd) of the statutes is created to read:

25.17 (1) (kd) Normal school fund (s. 24.80), but subject to the terms of delegation under s. 24.61 (2) (c);

SECTION 8. 25.17 (1) (xLc) of the statutes is created to read:

25.17 (1) (xLc) University fund (s. 24.81), but subject to the terms of delegation under s. 24.61 (2) (c);

SECTION 9. 25.17 (1) (zm) of the statutes is amended to read:

25.17 (1) (zm) All other funds of the state or of any state department or institution, except funds which under article X of the constitution are controlled and invested by the board of commissioners of public lands, funds which are required by specific provision of law to be controlled and invested by any other authority, and moneys in the University of Wisconsin trust funds, and in the trust funds of the state universities.
