On behalf of the Board of Governors of the Health Insurance Risk Sharing Plan (HIRSP), I am pleased to submit the calendar year 2004 annual report. This submission is in accordance with the statutory requirements set forth at s.
149.15, Wisconsin Statutes.
The report includes:
* A summary of how HIRSP is funded, who is eligible, what services are covered and policyholder premium, deductible and coinsurance obligations.
* A historical overview and a summary of HIRSP-related legislative changes since 1997.
* Demographic information about HIRSP policyholders.
* An explanation of HIRSP's funding and financial information.
* Utilization and cost data, including summaries of HIRSP payments by diagnosis category and by therapeutic classes of prescription drugs.

The 1999-2001 State of Wisconsin Biennial Budget,
1999 Wisconsin Act 9, included a provision to change the University of Wisconsin System's appropriation for tuition and fee revenues (Academic Student Fees, Fund 131) from an annual, sum certain appropriation to a continuing appropriation.
Wisconsin Act 9 required the Board of Regents to report annually, beginning on December 15, 2000, the amount by which actual expenditures in the previous fiscal year, in this case 2004-05, exceeded the amount in the schedule for that appropriation in the previous fiscal year. That report, including the purposes for which the additional revenues were spent and the amount spent for each purpose, is attached.

Representative Kreuser introduced two members of the Wisconsin Army National Guard's (WIARNG) 32nd Military Police Company, Sergeant Kenneth Prieur and Sergeant First Class Mark Soldner, who addressed the members from the rostrum.
The question was: Shall Assembly Resolution 44 be adopted?
Motion carried.
Representative Huebsch asked unanimous consent that all members of the Assembly be made coauthors of Assembly Resolution 44. Granted.
