To the Honorable, the Legislature:
In accordance with Section
46.03 (18) (a), Wisconsin Statutes, enclosed is a copy of the 2005 Annual Report for the Special Needs Adoption and Permanency Consultation Program. I am pleased to report that the Department finalized a total of 902 adoptions this past year, of which 422 were in Milwaukee County and 480 were in non-Milwaukee counties. This outcome reflects the Department's concerted effort to increase the number of children who achieve permanent, safe, and nurturing homes through adoption.
