WHEREAS, smoking and secondhand smoke account for almost $1.6 billion in health care costs and over $1.4 billion in lost productivity costs; and
WHEREAS, smoke-free environments prevent exposure to the thousands of chemicals and 43 known carcinogens present in tobacco smoke; and
WHEREAS, smoke-free environments promote smoke-free living and assure that our communities reflect what we teach our children in school; and
WHEREAS, smoke-free environments support the almost 80 percent of Wisconsin smokers who want to quit; and
WHEREAS, Wis. Stats. ss.
101.123(2)(a) and
101.123(4)(a) prohibit smoking in any enclosed, indoor area of a state building, unless a person in charge of his or her agency designates a smoking area, and such designation is not otherwise inconsistent with a directive of a fire marshall law, ordinance or resolution which prohibits smoking;
NOW, THEREFORE, I Jim Doyle, Governor of the State of Wisconsin, by the authority vested in me by the Constitution and the laws of this State, do hereby direct cabinet secretaries to declare, in 30 days from the date of this order, that state office buildings under the control of cabinet secretaries be completely smoke-free, thereby repealing any smoking area designation under Wis. Stat. s.
101.123(4)(a).
