Vehicle operators must obtain oversize or overweight permits from the Division of Motor Vehicles under sections 348.26 or 348.27 for vehicle loads that exceed these dimensions or weight limits, but permit fees will be waived;
Vehicle operators must select routes with adequate vertical and horizontal clearance for safe operation;
Vehicles must be illuminated, flagged, signed, and rigged for safe operation at night and periods of darkness;
2. This emergency authorization is not valid on any part of the national system of interstate and defense highways, except for that portion of USH 51 between Wausau and STH 78 and that portion of STH 78 between USH 51 and the Interstate 90/94 interchange near Portage, designated as Interstate 39. 23 U.S.C. section 127;
3. Movement of oversize loads of emergency relief supplies without permit, is prohibited from noon on Friday, September 2, 2005 until noon on Saturday, September 3, 2005; and from noon on Monday, September 5, 2005 until 9:00 a.m. on Tuesday, September 6, 2005;
Oversize vehicles, with or without a permit, may not operate on Interstate 43 in Ozaukee, Milwaukee, Waukesha, Walworth, and Rock counties from September 3 to September 6, 2005; and

4. This order does not suspend the operation of any state or federal laws within the State of Wisconsin except as specifically described int the order All other laws remain in full force and will be enforced. This order does not authorize the use of unregistered or improperly registered vehicles. If the vehicle is required to be registered by Wisconsin law, registration shall be at not less than the permit weight or at the maximum available registration weight, whichever is less. Vehicles registered in other state and not entitled to reciprocity, or not registered for use in Wisconsin through the International Registration Plan, are not required to obtain a permit as provided in section 341.41, Wis. Stats. Motor carriers hauling emergency relief supplies for hire must have proper authority to operate in this State, as provided by section 194.04, Wis. Stats., and must meet the insurance requirements of sections 194.41 or 194.42, Wis. Stats. Carriers must satisfy all ordinarily applicable federal and Wisconsin requirements concerning vehicle equipment, vehicle operations and driver qualifications and conduct.

WHEREAS, William H. Rehnquist was born in Milwaukee, Wisconsin on October 1, 1924; and
WHEREAS, William H. Rehnquist served as Justice of the United States Supreme Court from 1972 to 1986, and Chief Justice from 1986 until 2005; and
WHEREAS, on September 3, 2005, Chief Justice William H. Rehnquist passed away at the age of eighty; and
WHEREAS
, Federal law at 4 U.S.C. 7(m) provides that the flag of the United States shall be flown at half-staff for ten days following the death of a Chief Justice of the United States;

WHEREAS, Hurricane Katrina has struck Florida and the Gulf Coast region, causing devastating consequences, including the loss of an untold number of lives; and
WHEREAS, the President of the United States has directed that the flag of the United States be lowered to half-staff at all federal buildings and installations until sunset on Tuesday, September 20, 2005, as a mark of respect for the victims of Hurricane Katrina;
NOW, THEREFORE, I, JIM DOYLE, Governor of the State of Wisconsin, by the authority vested in me by Federal and State law, do hereby order that the flag of the United States and the flag of the State of Wisconsin shall be flown at half-staff at all buildings, grounds, and military installations of the State of Wisconsin beginning forthwith and ending at sunset on Tuesday, September 20, 2005.

Relating to a Proclamation of a State of Emergency Relating to the Provision of Equipment or Services to Hurricane Katrina Evacuees Relocated to the State of Wisconsin
WHEREAS, the Governors of many states have declared a state of emergency due to the catastrophic damage to persons and property caused by Hurricane Katrina; and
WHEREAS, this catastrophic damage has caused the evacuation of persons from the affected;
WHEREAS, local and county agencies are being impacted by requests for emergency assistance by evacuees from states affected by Hurricane Katrina who may be relocating to the State of Wisconsin; and
WHEREAS, Wisconsin Emergency Management is closely monitoring the situation in conjunction with local and county officials; and
WHEREAS, Wisconsin Emergency Management has received numerous requests from local and county officials for assistance;
NOW, THEREFORE, I, JIM DOYLE, Governor of the State of Wisconsin, by virtue of the authority vested in me by the Constitution and the laws of this state, specifically by Wis. Stats. 166.03(1)(a)(3) and (4) and 166.03(1)(b)(1), do hereby:
1. Declare the catastrophic damage caused by Hurricane Katrina to be a natural disaster causing indirect impact on the State of Wisconsin;
2. Proclaim that State of Wisconsin to be in a State of Emergency for a period of 30 days, unless such period is extended by joint resolution of the Legislature;
3. Direct all state agencies of the State of Wisconsin to assist Wisconsin Emergency Management and local and county agencies providing emergency assistance to evacuees from Hurricane Katrina relocating to the State of Wisconsin, to include utilizing personnel, facilities, supplies and equipment before and during the state of emergency.

WHEREAS, on August 25, 2005, Sergeant First Class Trevor Diesing, a member of Special Operations Command, United States Army, died as a result of injuries sustained during enemy action in Iraq; and
WHEREAS, Sergeant First Class Trevor Diesing provided faithful and honorable service to the people of the State of Wisconsin and the people of the United States; and
WHEREAS, the people of Wisconsin mourn the death of Sergeant First Class Trevor Diesing; and
WHEREAS, a memorial service will be held for Sergeant First Class Trevor Diesing on Saturday, September 10, 2005;

WHEREAS, the people of Wisconsin mourn the death of Lance Corporal Ryan Nass; and
