Relating to a Proclamation that the Flag of the United States and the Flag of the State of Wisconsin be Flown at Half-Staff as a Mark of Respect for Lance Corporal Ryan Nass of the United States Marine Corps Who Lost His Life During Operation Enduring Freedom
WHEREAS, on September 3, 2005, Lance Corporal Ryan Nass, a member of 2nd Battalion, 3rd Marine Regiment, 3rd Marine Division, III Marine Expeditionary Force, United States Marine Corps, lost his life while serving in Afghanistan; and
WHEREAS, Lance Corporal Ryan Nass provided faithful and honorable service to the people of the State of Wisconsin and the people of the United States; and
WHEREAS, the people of Wisconsin mourn the death of Lance Corporal Ryan Nass; and
WHEREAS, Lance Corporal Ryan Nass will be laid to rest on Saturday, September 10, 2005;
NOW, THEREFORE, I, JIM DOYLE, Governor of the State of Wisconsin, by the authority vested in me by Federal and State law, do hereby order that the flag of the United States and the flag of the State of Wisconsin shall be flown at half-staff at all buildings, grounds and military installations of the State of Wisconsin equipped with such flags beginning at sunrise on September 10, 2005, and ending at sunset on that date.
IN TESTIMONY WHERE OF, I have hereunto set my hand and caused the Great Seal of the State of Wisconsin to be affixed. Done at the Capitol in the city of Madison this eighth day of September in the year two thousand five.

Relating to a Proclamation that the Flag of the United States and the Flag of the State of Wisconsin be Flown at Half-Staff to commemorate the four year anniversary of the Terrorist attacks on the United States
WHEREAS, on September 11, 2001, a series of vicious and cowardly terrorist attacks claimed the lives of numerous innocent and unsuspecting United States citizens; and
WHEREAS, the people of the State of Wisconsin, with heavy hearts, mourn the loss of all of the men, women and children who died as a result of these cowardly acts; and
WHEREAS, the people of the State of Wisconsin are forever indebted to the National Guard for its pivotal role in national and international operations instituted for the safety and protection of our great nation and all that it stands for; and
WHEREAS, the people of the State of Wisconsin wish to commend and honor the bravery exhibited by all emergency and volunteer personnel who assisted in rescue, evacuation and medical assistance efforts immediately following the attacks and in the many months that followed; and
WHEREAS, September 11th should be thought of as a day of remembrance for the victims and of hope for the enduring spirit of America; and
WHEREAS, federal law requires the flag of the United States to be flown at half-staff on September 11th, Patriot Day;
NOW, THEREFORE, I, JIM DOYLE, Governor of the State of Wisconsin, by the authority vested in me by Federal and State law, do hereby order that the flag of the United States and the flag of the State of Wisconsin be flown at half-staff at all buildings, grounds and military installations of the State of Wisconsin equipped with such flags beginning at sunrise and ending at sundown on September 11, 2005.
