AB100, s. 307 Section 307. 20.435 (3) (gb) of the statutes is created to read:

AB100,337,10 20.435 (3) (gb) Child abuse prevention and child mental health. All moneys received from the child abuse prevention and child mental health surcharge under s. 973.044 to be used for grants as described under s. 46.481 (2m).

AB100, s. 308 Section 308. 20.435 (3) (jm) of the statutes is amended to read:

AB100,337,17 20.435 (3) (jm) Licensing activities. The amounts in the schedule for the costs of licensing child welfare agencies under s. 48.60, foster homes and treatment foster homes under s. 48.62, group homes under s. 48.625, day care centers under s. 48.65 and shelter care facilities under s. 938.22 (7). All moneys received for these licensing activities and from fees under ss. 48.615, 48.625, 48.65 (3) and 938.22 (7) (b) and (c) shall be credited to this appropriation account.

AB100, s. 309 Section 309. 20.435 (3) (km) of the statutes is repealed.

AB100, s. 310 Section 310. 20.435 (3) (o) of the statutes is repealed.

AB100, s. 311 Section 311. 20.435 (4) (bc) of the statutes is amended to read:

AB100,337,24 20.435 (4) (bc) Health Badger Care health care for low-income families program; general purpose revenue. As a continuing appropriation, the amounts in the schedule for the badger care Badger Care health care program for low-income families under s. 49.665.

AB100, s. 312 Section 312. 20.435 (4) (gm) of the statutes is amended to read:

AB100,338,5 20.435 (4) (gm) Health services regulation and vital statistics. The amounts in the schedule for the purposes specified in chs. 69 and ch. 150. All moneys received under ch. 69 and s. 150.13 shall be credited to this appropriation account. From the fees collected under s. 50.135 (2), $334,800 in fiscal year 2003-04 and $338,200 in fiscal year 2004-05 shall be credited to this appropriation account.

AB100, s. 313 Section 313. 20.435 (4) (hg) of the statutes is renumbered 20.435 (1) (hg) and amended to read:

AB100,338,12 20.435 (1) (hg) General program operations; health care information. The amounts in the schedule to fund the activities of the department of health and family services and the board on health care information under ch. 153. The contract fees paid under s. 153.05 (6m) and assessments paid under s. 153.60, less $250,000 in assessments paid in each fiscal year, shall be credited to this appropriation account.

AB100, s. 314 Section 314. 20.435 (4) (hi) of the statutes is renumbered 20.435 (1) (hi).

AB100, s. 315 Section 315. 20.435 (4) (L) of the statutes is amended to read:

AB100,338,24 20.435 (4) (L) Medical assistance and food stamp fraud Fraud and error reduction. All moneys received as the state's share of the recovery of overpayments and incorrect payments under ss. 49.847, 49.497 (1) and (1m), and 49.793 (2) and all moneys received from counties and tribal governing bodies as a result of any error reduction activities in the medical assistance and food stamp programs under ss. 49.45 (2) (a) 3m., 49.197, and 49.79 (9) and 49.845, for any contracts under s. 49.197 (5), for any activities to reduce error and fraud under ss. 49.45 (2) (a) 3m. and 49.79 (9) s. 49.845, to pay federal sanctions under the food stamp program, and for food stamp reinvestment activities under reinvestment agreements with the federal department of agriculture that are designed to improve the food stamp program.

AB100, s. 316 Section 316. 20.435 (4) (p) of the statutes is amended to read:

AB100,339,3 20.435 (4) (p) Federal aid; Badger Care health care for low-income families program. All federal moneys received for the badger care Badger Care health care program for low-income families under s. 49.665, to be used for that purpose.

AB100, s. 317 Section 317. 20.435 (4) (r) of the statutes is created to read:

AB100,339,13 20.435 (4) (r) Health care quality improvement fund; Medical Assistance. From the health care quality improvement fund, as a continuing appropriation, the amounts in the schedule to provide a portion of the state share of Medical Assistance program benefits administered under s. 49.45, to provide a portion of the Medical Assistance program benefits administered under s. 49.45 that are not also provided under par. (o), to fund the pilot project under s. 46.27 (9) and (10), to provide a portion of the facility payments under 1999 Wisconsin Act 9, section 9123 (9m), to fund services provided by resource centers under s. 46.283, and for services under the family care benefit under s. 46.284 (5).

AB100, s. 318 Section 318. 20.435 (4) (rg) of the statutes is created to read:

AB100,339,23 20.435 (4) (rg) Health care quality improvement fund; Medical Assistance payments. From the health care quality improvement fund, a sum sufficient equal to the amounts transferred under s. 16.518 (4), to provide a portion of the state share of Medical Assistance program benefits administered under s. 49.45, to provide a portion of the Medical Assistance program benefits administered under s. 49.45 that are not also provided under par. AB100, s. 327 Section 327. 20.435 (6) (e) of the statutes is amended to read:

AB100,341,17 20.435 (6) (e) Principal repayment and interest. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing the development or improvement of the workshop for the blind and to make payments under an agreement or ancillary arrangement entered into under s. 18.06 (8) (a).

AB100, s. 328 Section 328. 20.435 (6) (jm) of the statutes, as affected by 2003 Wisconsin Act 33, is amended to read:

The amounts in the schedule for the purposes specified in ss. 48.685 (2) (am) and (b) 1., (3) (a) and (b), and (5) (a), 49.45 (47), 50.02 (2), 50.025, 50.065 (2) (am) and (b) 1., (3) (a) and (b), and (5), 50.13, 50.135, 50.36 (2), 50.49 (2) (b), 50.495, 50.52 (2) (a), 50.57 and, 50.981, and 146.40 (4r) (b) and (er), and subch. IV of ch. 50 and to conduct health facilities plan and rule development activities, for accrediting nursing homes, convalescent homes, and homes for the aged, to conduct capital construction and remodeling plan reviews under ss. 50.02 (2) (b) and 50.36 (2), and for the costs of inspecting, licensing or certifying, and approving facilities, issuing permits , and providing technical assistance, that are not specified under any other paragraph in this subsection. All moneys received under ss. 48.685 (8), 49.45 (47) (c), 50.02 (2), 50.025, 50.065 (8), 50.13, 50.36 (2), 50.49 (2) (b), 50.495, 50.52 (2) (a), 50.57, 50.93 (1) (c), and 50.981, all moneys received from fees for the costs of inspecting, licensing or certifying, and approving facilities, issuing permits, and providing technical assistance, that are not specified under any other paragraph in this subsection, and all moneys received under s. 50.135 (2), less the amounts credited to the appropriation account under sub. (4) (gm), shall be credited to this appropriation account.

AB100, s. 329 Section 329. 20.435 (7) (title) of the statutes is repealed and recreated to read:

AB100,342,13 20.435 (7) (title) Disability and elder services; aids and local assistance.

AB100, s. 330 Section 330. 20.435 (7) (b) of the statutes is amended to read:

AB100,343,11 20.435 (7) (b) Community aids and Medical Assistance payments. The amounts in the schedule for human services under s. 46.40, to fund services provided by resource centers under s. 46.283 (5), for services under the family care benefit under s. 46.284 (5), for reimbursement to counties having a population of less than 500,000 for the cost of court attached intake services under s. 48.06 (4), for shelter care under ss. 48.58 and 938.22, for foster care and, treatment foster care, and subsidized guardianship care under s. ss. 46.261 and 49.19 (10), for Medical Assistance payment adjustments under s. 49.45 (52), and for Medical Assistance payments under s. 49.45 (6tw) and (53), and for payments under Section 25 (3). Social services disbursements under s. 46.03 (20) (b) may be made from this appropriation. Refunds received relating to payments made under s. 46.03 (20) (b) for the provision of services for which moneys are appropriated under this paragraph shall be returned to this appropriation. Notwithstanding ss. 20.001 (3) (a) and 20.002 (1), the department of health and family services may transfer funds between fiscal years under this paragraph. The department shall deposit into this appropriation funds it recovers under ss. 46.495 (2) (b) and 51.423 (15) from prior year audit adjustments including those resulting from audits of services under s. 46.26, 1993 stats., or s. 46.27. Except for amounts authorized to be carried forward under s. 46.45, all funds recovered under ss. 46.495 (2) (b) and 51.423 (15) and all funds allocated under s. 46.40 and not spent or encumbered by December 31 of each year shall lapse to the general fund on the succeeding January 1 unless carried forward to the next calendar year by the joint committee on finance.

AB100, s. 331 Section 331. 20.435 (7) (ce) of the statutes is renumbered 20.143 (2) (fr) and amended to read:

AB100,343,16 20.143 (2) (fr) Services Mental health for homeless individuals. The amounts in the schedule for mental health services for homeless individuals under s. 46.972 (3) 560.9811.

AB100, s. 332 Section 332. 20.435 (7) (kh) of the statutes is created to read:

AB100,343,23 20.435 (7) (kh) Compulsive gambling awareness grants. The amounts in the schedule for the purpose of awarding grants under s. 46.03 (43). All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 18cm. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered balance on June 30 of each year shall revert to the appropriation account under s. 20.505 (8) (hm).

AB100, s. 333 Section 333. 20.445 (1) (e) of the statutes is renumbered 20.445 (7) (b) and amended to read:

AB100,344,2 20.445 (7) (b) Local youth apprenticeship grants. The Biennially, the amounts in the schedule for local youth apprenticeship grants under s. 106.13 (3m).

AB100, s. 334 Section 334. 20.445 (1) (fg) of the statutes is renumbered 20.445 (1) (uz) and amended to read:

AB100,344,7 20.445 (1) (uz) Employment transit aids, state funds. The From the transportation fund, the amounts in the schedule for the employment transit assistance program under s. 106.26.

AB100, s. 335 Section 335. 20.445 (1) (ha) of the statutes is amended to read:

AB100,344,15 20.445 (1) (ha) Worker's compensation operations. The amounts in the schedule for the administration of the worker's compensation program by the department. All moneys received under ss. 102.28 (2) (b) and 102.75 for the department's activities and not appropriated under par. (hp) or (hr) shall be credited to this appropriation. From this appropriation, an amount not to exceed $5,000 may be expended each fiscal year for payment of expenses for travel and research by the council on worker's compensation.

AB100, s. 336 Section 336. 20.445 (1) (hr) of the statutes is created to read:

AB100,344,19 20.445 (1) (hr) Health care worker injury prevention. From the moneys received under ss. 102.28 (2) (b) and 102.75, the amounts in the schedule for the health care worker injury prevention activities specified under s. 102.77.

AB100, s. 337 Section 337. 20.445 (1) (nc) of the statutes is amended to read:

AB100,345,5 20.445 (1) (nc) Unemployment insurance administration; special federal moneys. All moneys received from the federal government under section 903 of the federal Social Security Act, as amended, for federal fiscal years 2000 and, 2001, and the first $2,389,107 of the moneys received from the federal government under that act for federal fiscal year 2002, as authorized by the governor under s. 16.54, to be used for administration of unemployment insurance. No moneys may be encumbered or expended from this appropriation until all moneys available for the purpose of administration of unemployment insurance under par. (n) have been encumbered or expended. No moneys may be encumbered or expended from this appropriation after September 30, 2007.

AB100, s. 338 Section 338. 20.445 (1) (nd) of the statutes is amended to read:

AB100,345,21 20.445 (1) (nd) Unemployment insurance administration; apprenticeship Employment services. From the moneys received from the federal government under section 903 (d) of the federal Social Security Act, as amended, the amounts in the schedule, as authorized by the governor under s. 16.54, to be used for administration by the department of apprenticeship programs under subch. I of ch. 106 and for administration and service delivery of employment and workforce information services, including the delivery of reemployment assistance services to unemployment insurance claimants. All moneys transferred from par. (n) for this purpose shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the treasurer of the unemployment reserve fund shall transfer any unencumbered balance in this appropriation account that is not needed or available to carry out the purpose of this appropriation to the appropriation account under par. (n). No moneys may be expended from this appropriation unless the treasurer of the unemployment reserve fund determines that such expenditure is currently needed for the purpose purposes specified in this paragraph.
