1Section 340. 20.445 (3) (dz) of the statutes is amended to read:
2 20.445 (3) (dz) Temporary Assistance for Needy Families programs;
3maintenance of effort.
The As a continuing appropriation, the amounts in the
4schedule, less the amounts withheld under s. 49.143 (3), for administration and
5benefit payments under Wisconsin Works under ss. 49.141 to 49.161, the learnfare
6program under s. 49.26, and the work experience program for noncustodial parents
7under s. 49.36; for payments to local governments, organizations, tribal governing
8bodies, and Wisconsin Works agencies; and for emergency assistance for families
9with needy children under s. 49.138; and for job access loans under s. 49.147 (6).
10Payments may be made from this appropriation for any contracts under s. 49.845 (4)
11and for any
fraud investigation and error reduction activities under s. 49.197 (1m).
12Moneys appropriated under this paragraph may be used to match federal funds
13received under par. (md). Notwithstanding ss. 20.001 (3) (a) and 20.002 (1), the
14department may transfer funds between fiscal years under this paragraph.
15Notwithstanding ss. 20.001 (3) and 20.002 (1), the department of health and family
16services shall credit or deposit into this appropriation account funds for the purposes
17of this appropriation that the department transfers from the appropriation account
18under s. 20.435 (7) (bc). All funds allocated by the department but not encumbered
19by December 31 of each year lapse to the general fund on the next January 1 unless
20transferred to the next calendar year by the joint committee on finance.
21Section 341. 20.445 (3) (jL) of the statutes is amended to read:
22 20.445 (3) (jL) Job access loan repayments. All moneys received from
23repayments of loans made under s. 49.147 (6), and from the department of revenue
24under s. 71.93 for delinquent job access loan repayments certified under s. 49.85, for

1the purpose of making loans under s. 49.147 (6) and for administrative costs
2associated with collecting delinquent job access loan repayments
.
3Section 342. 20.445 (3) (jm) of the statutes is created to read:
4 20.445 (3) (jm) Day care center licensing. All moneys received from day care
5center licensing activities and from fees under s. 49.98 (3) to be used for the costs of
6licensing day care centers under s. 49.98.
7Section 343. 20.445 (3) (k) of the statutes is amended to read:
8 20.445 (3) (k) Child support transfers. All moneys transferred from the
9appropriation account under par. (r), to be expended under the Wisconsin works
10Works program under subch. III of ch. 49 and under the work experience program
11for noncustodial parents under s. 49.36,
to be distributed as child support incentive
12payments as provided in s. 49.24, for costs associated with receiving and disbursing
13support and support-related payments, including any contract costs, for
14administering the program under s. 49.22 and all other purposes specified in s. 49.22,

15and for the support of dependent children in accordance with applicable federal and
16state statutes, federal regulations, and state rules.
17Section 344. 20.445 (3) (kx) of the statutes is amended to read:
18 20.445 (3) (kx) Interagency and intra-agency programs. All moneys received
19from other state agencies and all moneys received by the department from the
20department for the administration of programs and projects relating to economic
21support
for which received, including administration of the food stamp employment
22and training program under s. 49.13, and for local assistance and aids to individuals
23and organizations relating to economic support.
24Section 345. 20.445 (3) (L) of the statutes is amended to read:

120.445 (3) (L) Public assistance overpayment recovery and fraud and error
2reduction.
All moneys received as the state's share of the recovery of overpayments
3and incorrect payments under s. 49.191 (3) (c), 1997 stats., and s. 49.195, 1997 stats.,
4for any contracts under s. 49.845 (4) and for any activities to reduce error and fraud
5under s. 49.197 relating to the Aid to Families with Dependent Children program
6and the Wisconsin Works program.
7Section 346. 20.445 (3) (mc) of the statutes is amended to read:
8 20.445 (3) (mc) Federal block grant operations. The amounts in the schedule,
9less the amounts withheld under s. 49.143 (3), for the purposes of operating and
10administering the block grant programs for which the block grant moneys are
11received and transferring moneys to the appropriation accounts under s. 20.435 (3)
12(kx) and (6) (kx)
. All block grant moneys received for these purposes from the federal
13government or any of its agencies for the state administration of federal block grants
14shall be credited to this appropriation account.
15Section 347. 20.445 (3) (md) of the statutes is amended to read:
16 20.445 (3) (md) Federal block grant aids. The amounts in the schedule, less
17the amounts withheld under s. 49.143 (3), for aids to individuals or organizations and
18to be transferred to the appropriation accounts under ss. 20.255 (2) (kh), 20.433 (1)
19(k),
20.435 (3) (kc), (kd), and (km) (kx), (4) (kz), (6) (kx), (7) (ky), and (8) (kx), and
2020.835 (2) (kf). All block grant moneys received for these purposes from the federal
21government or any of its agencies and all moneys recovered under s. 49.143 (3) shall
22be credited to this appropriation account. The department may credit to this
23appropriation account the amount of any returned check, or payment in other form,
24that is subject to expenditure in the same contract period in which the original

1payment attempt was made, regardless of the fiscal year in which the original
2payment attempt was made.
3Section 348. 20.445 (3) (me) of the statutes is created to read:
4 20.445 (3) (me) Child care and temporary assistance overpayment recovery. All
5moneys received from the recovery of overpayments, and incorrect or disallowed
6payments, and voluntary repayments of federal Child Care and Development Fund
7block grant funds, of federal Temporary Assistance for Needy Families block grant
8funds, and of state moneys paid from other appropriations to meet
9maintenance-of-effort requirements under the federal Temporary Assistance for
10Needy Families block grant program under 42 USC 601 to 619 and the federal Child
11Care and Development Fund block grant program under 42 USC 9858 that the
12department elects to treat as federal revenue, for costs related to recovering the
13overpayments and incorrect or disallowed payments, for activities to reduce errors
14under the Wisconsin Works program under ss. 49.141 to 49.161, and for any of the
15purposes specified under s. 49.175 (1).
16Section 349. 20.445 (3) (t) of the statutes is created to read:
17 20.445 (3) (t) Economic support; transportation fund. From the transportation
18fund, the amounts in the schedule for Wisconsin Works under ss. 49.141 to 49.161.
19Section 350. 20.445 (5) (n) of the statutes is amended to read:
20 20.445 (5) (n) Federal program aids and operations. All moneys received from
21the federal government, as authorized by the governor under s. 16.54, for the state
22administration of continuing programs and all federal moneys received for the
23purchase of goods and services under ch. 47 and for the purchase of vocational
24rehabilitation programs for individuals and organizations, to be expended for the

1purposes specified. The department shall, in each fiscal year, transfer to the
2appropriation account under
s. 20.435 (7) (kc) up to $300,000 $600,000.
3Section 351. 20.445 (7) (a) of the statutes is created to read:

19telephone solicitor registration and registration renewal fees paid under the rules
20promulgated under s. 100.52 (3) (a) for establishing and maintaining the
21nonsolicitation directory under s. 100.52 (2).
22Section 356. 20.455 (2) (cm) of the statutes is renumbered 20.455 (2) (s) and
23amended to read:
24 20.455 (2) (s) Computers for transaction information for management of
25enforcement system.

12Section 359. 20.455 (2) (kd) of the statutes is amended to read:
13 20.455 (2) (kd) Drug law enforcement, crime laboratories, and genetic evidence
14activities.
The amounts in the schedule for activities relating to drug law
15enforcement, drug law violation prosecution assistance, activities of the state and
16regional crime laboratories, and for transferring to the appropriation account under
17s. 20.475 (1) (km) the amounts in the schedule under s. 20.475 (1) (km). All moneys
18transferred from the appropriation account under par. (Lm) shall be credited to this
19appropriation account. Notwithstanding s. 20.001 (3) (a), on June 30 of each year the
20unencumbered balance in this appropriation account lapses to the general fund.
21Section 360. 20.455 (2) (kt) of the statutes is renumbered 20.505 (6) (kv) and
22amended to read:
23 20.505 (6) (kv) County-tribal programs, local assistance. The amounts in the
24schedule for distribution to county-tribal law enforcement programs under s. 165.90
2516.964 (7m). All moneys transferred from the appropriation account under s. 20.505

1(8) (hm) 15g. shall be credited to this appropriation account. Notwithstanding s.
220.001 (3) (a), the unencumbered balance on June 30 of each year shall revert to the
3appropriation account under s. 20.505 (8) (hm).
4Section 361. 20.455 (2) (ku) of the statutes is renumbered 20.505 (6) (kw) and
5amended to read:
6 20.505 (6) (kw) County-tribal programs, state operations. The amounts in the
7schedule to finance the activities of the department of justice associated with
8county-tribal law enforcement programs under s. 165.90 16.964 (7m). All moneys
9transferred from the appropriation account under s. 20.505 (8) (hm) 15h. shall be
10credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the
11unencumbered balance on June 30 of each year shall revert to the appropriation
12account under s. 20.505 (8) (hm).
13Section 362. 20.455 (2) (Lm) of the statutes is amended to read:
14 20.455 (2) (Lm) Crime laboratories; deoxyribonucleic acid analysis. All moneys
15received from crime laboratories and drug law enforcement assessments authorized
16under s. 165.755 and deoxyribonucleic acid analysis surcharges authorized under s.
17973.046 to provide deoxyribonucleic acid analysis, to administer s. 165.77, to pay for
18the costs of mailing and materials under s. 165.76 for the submission of biological
19specimens by the departments of corrections and health and family services and by
20county sheriffs and to transfer to the appropriation account under par. (kd) the
21amounts in the schedule under par. (kd). Notwithstanding s. 20.001 (3) (c), on June
2230 of each year the unencumbered balance in this appropriation account lapses to the
23general fund.
24Section 363. 20.455 (5) (i) of the statutes is amended to read:

120.455 (5) (i) Victim compensation, inmate payments. All moneys received
2under s. 303.06 (2) and (3) for the administration of ch. 949 and for crime victim
3compensation payments or services.
4Section 364. 20.465 (1) (d) of the statutes is amended to read:
5 20.465 (1) (d) Principal repayment and interest. A sum sufficient to reimburse
6s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing
