AB262, s. 47 7Section 47. 48.982 (6) (d) of the statutes is amended to read:
AB262,15,208 48.982 (6) (d) The board shall award grants to organizations for programs that
9provide parenting education services but not crisis intervention. Grants shall be
10used
for direct parent education, family support, and referrals to other social services
11programs and outreach programs, including programs that provide education to
12parents in their homes. For organizations applying for grants for the first time on
13or after July 1, 1998, the board shall give favorable consideration in awarding grants
14to organizations for programs in communities where home visitation programs that
15provide in-home visitation services to parents with newborn infants are in existence
16or are in development and, if grants are awarded, shall require programs supported
17by grants to maximize coordination with these home visitation programs. Programs
18supported by the grants shall track individual clients participants to ensure that
19they receive necessary services and shall emphasize direct services to families with
20children who are 3 years of age or less.

AB262, s. 63 13Section 63. 341.14 (6r) (b) 6. of the statutes is amended to read:
AB262,18,214 341.14 (6r) (b) 6. An additional fee of $20 that is in addition to the fee under
15subd. 2. shall be charged for the issuance or renewal of a plate issued on an annual
16basis for the special group specified under par. (f) 53. An additional fee of $40 that
17is in addition to the fee under subd. 2. shall be charged for the issuance or renewal
18of a plate issued on a biennial basis for the special group specified under par. (f) 53.
19if the plate is issued or renewed during the first year of the biennial registration
20period or $20 for the issuance or renewal if the plate is issued or renewed during the
212nd year of the biennial registration period. All moneys received under this
22subdivision in excess of the initial costs of data processing for the special group plate
23under par. (f) 53. or $35,000, whichever is less, shall be credited to the appropriation
24account under s. 20.395 (1) (ih) and
deposited in the children's trust fund maintained
25under s. 48.982 (2e) (a) 2
. To the extent permitted under ch. 71, the fee under this

1subdivision is deductible as a charitable contribution for purposes of the taxes under
2ch. 71.
AB262, s. 64 3Section 64 . Nonstatutory provisions.
AB262,18,74 (1) License plate revenues. On the effective date of this subsection, the
5secretary of administration shall transfer, from the children's trust fund to the
6corporation organized and maintained under section 48.982 (2e) (a) 1. of the statutes,
7all moneys received under section 341.14 (6r) (b) 6., 2003 stats.
AB262,18,128 (2) Child abuse and neglect prevention board; initial term. Notwithstanding
9the length of terms specified for members of the child abuse and neglect prevention
10board appointed under section 15.195 (4) (g) of the statutes, as affected by this act,
11one of the additional members appointed to that board shall be initially appointed
12for a term expiring on May 1, 2007.
AB262, s. 65 13Section 65 . Appropriation changes.
AB262,18,1914 (1) Statewide projects. In the schedule under section 20.005 (3) of the statutes
15for the appropriation to the child abuse and neglect prevention board under section
1620.433 (1) (g) of the statutes, as affected by the acts of 2005, the dollar amount is
17increased by $300,000 for fiscal year 2005-06 and the dollar amount is increased by
18$300,000 for fiscal year 2006-07 to increase funding for statewide projects under
19section 48.982 (5) of the statutes, as affected by this act.
AB262, s. 66 20Section 66. Initial applicability.
AB262,18,2321 (1) Child abuse and neglect prevention board membership. The treatment of
22section 15.195 (4) (g) of the statutes first applies to a person appointed to the child
23abuse and neglect prevention board on the effective date of this subsection.
AB262, s. 67 24Section 67. Effective dates. This act takes effect on the day after publication,
25except as follows:

1(1) Statewide projects. Section (65 ) of this act takes effect on the day after
2publication or on the 2nd day after publication of the 2005-07 biennial budget act,
3whichever is later.
