11one registration plate is issued for a vehicle, the plate shall be attached as follows:
SB509, s. 51 12Section 51. 341.15 (1) (b) of the statutes is amended to read:
SB509,19,1613 341.15 (1) (b) For any other vehicle for which only one plate is issued, to the
14rear, except that a plate issued to or for a municipality under s. 341.26 (2m) may be
15attached to the front of the vehicle if the design or use of the vehicle is such as to make
16a plate attached to the rear difficult to see and read.
SB509, s. 52 17Section 52. 341.15 (1g) of the statutes is created to read:
SB509,19,2318 341.15 (1g) The owner of any vehicle for which 2 registration plates were issued
19before the effective date of this subsection .... [revisor inserts date], may remove and
20destroy one registration plate from the vehicle but is not required to do so until such
21time as the department issues a new plate upon the renewal of registration of the
22vehicle. If a person removes and destroys one plate, the remaining plate must comply
23with the requirements of sub. (1).
SB509, s. 53 24Section 53. 341.15 (2) of the statutes is amended to read:

1341.15 (2) Registration plates A registration plate shall be attached firmly and
2rigidly in a horizontal position and conspicuous place. The plates plate shall at all
3times be maintained in a legible condition and shall be so displayed that they it can
4be readily and distinctly seen and read. Any peace officer may require the operator
5of any vehicle on which plates are a plate is not properly displayed to display such
6plates
the plate as required by this section.
SB509, s. 54 7Section 54. 341.16 (1) (a) of the statutes is amended to read:
SB509,20,128 341.16 (1) (a) Whenever a current registration plate is lost or destroyed, the
9owner of the vehicle to which the plate was attached shall immediately apply to the
10department for replacement. Except as provided in par. (b) and sub. (2m), upon
11satisfactory proof of the loss or destruction of the plate and upon payment of a fee of
12$2 for each the plate, the department shall issue a replacement.
SB509, s. 55 13Section 55. 341.16 (1) (b) of the statutes is amended to read:
SB509,20,1814 341.16 (1) (b) Upon satisfactory proof of the loss or destruction of a special plate
15issued under s. 341.14 (6m) (a), (6r) (b), or (6w) or a special personalized plate issued
16under s. 341.145 (1) (b), (c), or (f) and upon payment of a fee of $5 for each the plate
17or, if the plate is for a special group specified under s. 341.14 (6r) (f) 35. to 47. or 53.,
18$6 for each the plate, the department shall issue a replacement.
SB509, s. 56 19Section 56. 341.16 (2) of the statutes is amended to read:
SB509,20,2520 341.16 (2) Whenever a current registration plate becomes illegible, the owner
21of the vehicle to which the plate is attached shall apply to the department for a
22replacement. Except as provided in sub. (2m), upon receipt of satisfactory proof of
23illegibility, and upon payment of a fee of $2 for each the plate, the department shall
24issue a replacement. Upon receipt of a replacement plate, the applicant shall destroy
25the illegible plate.
SB509, s. 57
1Section 57. 341.16 (2m) of the statutes is amended to read:
SB509,21,82 341.16 (2m) Upon request therefor and payment of a fee of $10, the department
3may issue an applicant for a replacement plates plate for an automobile registered
4pursuant to the registration system under s. 341.27 a registration plates plate of the
5design specified in s. 341.13 for the plate issuance cycle next succeeding the cycle
6under which the original plates were plate was issued. The department may limit
7the receipt of requests under this subsection to applicants for a renewal registration
8of a motor vehicle.
SB509, s. 58 9Section 58. 341.16 (3) of the statutes is amended to read:
SB509,21,1310 341.16 (3) When issuing a replacement plate, the department may assign a
11new number and issue a new plate rather than a duplicate of the original if in its
12judgment that is in the best interests of economy or prevention of fraud. Upon receipt
13of a replacement plate, the applicant shall destroy all plates the plate replaced.
SB509, s. 59 14Section 59. 341.16 (4) of the statutes is amended to read:
SB509,21,1715 341.16 (4) Any person issued a replacement plates plate who fails to destroy
16the original plates plate as required by sub. (2) or (3) may be required to forfeit not
17more than $200.
SB509, s. 60 18Section 60. 341.265 (1) of the statutes is amended to read:
SB509,22,519 341.265 (1) Any person who is a resident of this state and the owner or
20subsequent transferee of a motor vehicle which has a model year of 1945 or earlier
21and which has not been altered or modified from the original manufacturer's
22specifications may upon application register the same as an antique vehicle upon
23payment of a fee of $5, and be furnished a registration plates plate of a distinctive
24design, in lieu of the usual registration plates plate, which shall show in addition to
25the registration number that the vehicle is an antique. The registration shall be

1valid while the vehicle is owned by the applicant without the payment of any
2additional fee. The vehicle shall only be used for special occasions such as display
3and parade purposes or for necessary testing, maintenance and storage purposes.
4A motorcycle may be registered as an antique vehicle if all of the requirements for
5registration specified in this subsection are satisfied.
SB509, s. 61 6Section 61. 341.265 (1m) of the statutes is amended to read:
SB509,22,117 341.265 (1m) A person who registers an antique motor vehicle under sub. (1)
8may furnish and display on the vehicle a historical plate from or representing the
9model year of the vehicle if the registration and plates plate issued by the department
10are simultaneously carried in or, with respect to an antique motorcycle, with the
11vehicle and are available for inspection.
SB509, s. 62 12Section 62. 341.266 (2) (a) of the statutes is amended to read:
SB509,22,1913 341.266 (2) (a) Any person who is the owner of a special interest vehicle that
14is 20 or more years old at the time of making application for registration or transfer
15of title of the vehicle and who, unless the owner is an historical society that is exempt
16from federal income taxes, owns, has registered in this state, and uses for regular
17transportation at least one vehicle that has a regular registration plates plate may
18upon application register the vehicle as a special interest vehicle upon payment of
19a fee under par. (b).
SB509, s. 63 20Section 63. 341.266 (2) (c) of the statutes is amended to read:
SB509,22,2521 341.266 (2) (c) The department shall furnish the owner of the vehicle with a
22registration plates plate of a distinctive design in lieu of the usual registration plates
23plate, and those plates that plate shall show that the vehicle is a special interest
24vehicle owned by a Wisconsin collector. Upon application, the owner may reregister
25the vehicle without the payment of any additional fee.
SB509, s. 64
1Section 64. 341.266 (2) (d) of the statutes is amended to read:
SB509,23,62 341.266 (2) (d) Each collector applying for a special interest vehicle registration
3plates plate will be issued a collector's identification number which will appear on
4each the plate. Second and all subsequent registrations under this section by the
5same collector will bear the same collector's identification number followed by a
6suffix letter for vehicle identification.
SB509, s. 65 7Section 65. 341.266 (2) (e) 3. of the statutes is amended to read:
SB509,23,128 341.266 (2) (e) 3. Except as provided in s. 341.09 (7), no special interest vehicle
9may be operated upon any highway of this state during the month of January unless
10the owner of the vehicle reregisters the vehicle under s. 341.25 and replaces the
11distinctive registration plates plate issued under par. (c) with a regular registration
12plates plate or transfers a regular registration plates plate to the vehicle.
SB509, s. 66 13Section 66. 341.266 (3) of the statutes is amended to read:
SB509,23,1714 341.266 (3) In addition to the fee in sub. (2) (b), there shall be an original (first
15time only) processing fee of $50 to defray the cost of issuing the original collector's
16special interest vehicle registration plates plate and to ensure that each collector will
17be issued only one collector's identification number.
SB509, s. 67 18Section 67. 341.268 (2) (a) (intro.) of the statutes is amended to read:
SB509,23,2419 341.268 (2) (a) (intro.) Any person who is the owner of a reconstructed, replica,
20street modified or homemade vehicle and who owns, has registered in this state and
21uses for regular transportation at least one vehicle that has a regular registration
22plates plate may upon application register the vehicle as a reconstructed, replica,
23street modified or homemade vehicle upon payment of a fee under par. (b), provided
24that the vehicle is one of the following:
SB509, s. 68 25Section 68. 341.268 (2) (c) of the statutes is amended to read:

1341.268 (2) (c) The department shall furnish the owner of the vehicle with a
2registration plates plate of a distinctive design in lieu of the usual registration plates

4replica, street modified or homemade vehicle owned by a Wisconsin hobbyist. Upon
5application, the owner may reregister the vehicle without the payment of any
6additional fee.

SB509,24,128 341.268 (2) (d) Each hobbyist applying for a reconstructed, replica, street
9modified or homemade vehicle registration plates plate will be issued a hobbyist's
10identification number which will appear on each the plate. Second and all
11subsequent registrations under this section by the same hobbyist will bear the same
12hobbyist's identification number followed by a suffix letter for vehicle identification.
SB509, s. 70 13Section 70. 341.268 (2) (e) 3. of the statutes is amended to read:
SB509,24,1914 341.268 (2) (e) 3. Except as provided in s. 341.09 (7), no reconstructed, replica,
15street modified or homemade vehicle may be operated upon any highway of this state
16during the month of January unless the owner of the vehicle reregisters the vehicle
17under s. 341.25 and replaces the distinctive registration plates plate issued under
18par. (c) with a regular registration plates plate or transfers a regular registration
19plates plate to the vehicle.
SB509, s. 71 20Section 71. 341.268 (3) of the statutes is amended to read:
SB509,24,2521 341.268 (3) In addition to the fee in sub. (2) (b), there shall be an original (first

1Section 72. 341.27 (3) (a) of the statutes is amended to read:
SB509,25,92 341.27 (3) (a) If the applicant holds a current registration plates that were plate

removed from an automobile that the applicant no longer owns or that has
4been junked, is no longer used on the highways or has been registered as a special
5interest vehicle under s. 341.266 (2) (a) or a reconstructed, replica, street modified
6or homemade vehicle under s. 341.268 (2) (a), and the plates were plate was issued
7under the system of registration prescribed by this section, the department shall
8register the automobile which is the subject of the application for the remainder of
9the unexpired registration period.
SB509, s. 73 10Section 73. 341.27 (3) (b) of the statutes is amended to read:
SB509,25,1611 341.27 (3) (b) If the applicant does not hold a current registration plates plate
12under the circumstances described in par. (a) and the application is an original
13rather than renewal application, the department may register the automobile which
14is the subject of the application for such period or part thereof as the secretary
15determines will help to equalize the registration and renewal workload of the
16department.
SB509, s. 74 17Section 74. 341.28 (2) (intro.) of the statutes is amended to read:
SB509,25,2518 341.28 (2) (intro.) If the applicant for registration holds a current registration
19plates which were plate that was removed from an automobile which the applicant
20no longer owns or which has been junked, is no longer being used on the highways
21or has been registered as a special interest vehicle under s. 341.266 (2) (a) or a
22reconstructed, replica, street modified or homemade vehicle under s. 341.268 (2) (a),
23and the plates were plate was issued under the system of registration prescribed by
24s. 341.27, the applicant is exempt from the payment of a registration fee, except in
25the following cases:

1Section 75. 341.28 (2) (a) of the statutes is amended to read:
SB509,26,82 341.28 (2) (a) If the annual fee prescribed for the automobile being registered
3is higher than the annual fee prescribed for the automobile from which the plates
4were
plate was removed, the applicant shall pay a fee computed on the basis of
5one-twelfth of the difference between the 2 annual fees multiplied by the number of
6months for which the automobile which is the subject of the application is being
7registered. The start of the new registration, for the purpose of computing the fee,
8shall be determined in accordance with sub. (7).
SB509, s. 76 9Section 76. 341.28 (2) (b) of the statutes is amended to read:
SB509,26,2410 341.28 (2) (b) If the automobile which is the subject of the application was
11owned by the applicant at any time during the month in which the transfer,
12termination of the consumer lease, discontinuance of use on the highways, junking
13or registration under s. 341.266 (2) (a) or 341.268 (2) (a) of the other automobile
14occurred and was not currently registered at the time of such transfer, termination
15of the consumer lease, discontinuance of use on the highways, junking or registration
16under s. 341.266 (2) (a) or 341.268 (2) (a), the applicant shall pay a fee to be computed
17as provided in subs. (3) to (5) but shall receive a credit for the unused portion of the
18current registration. The credit shall be computed on the basis of one-twelfth of the
19annual fee paid for the vehicle from which the plates were plate was removed
20multiplied by the number of months remaining in the registration period
21represented by the removed plates plate, including the month during which the
22applicant transferred, discontinued to use on the highways, junked or registered
23under s. 341.266 (2) (a) or 341.268 (2) (a) or terminated the consumer lease of the
24automobile from which the plates were plate was removed.
SB509, s. 77 25Section 77. 341.28 (3) of the statutes is amended to read:

1341.28 (3) If the applicant does not hold a current registration plates plate
2under the circumstances described in sub. (2) and the automobile which is the subject
3of the application has not previously been registered in this state by the applicant,
4the fee payable by the applicant shall be computed on the basis of one-twelfth of the
5annual fee multiplied by the number of months for which the automobile is being
6registered, the start of such registration period to be determined in accordance with
7sub. (7).
SB509, s. 78 8Section 78. 341.28 (4) (intro.) of the statutes is amended to read:
SB509,27,139 341.28 (4) (intro.) If the applicant does not hold a current registration plates
10plate under the circumstances described in sub. (2) but the automobile which is the
11subject of the application has previously been registered in this state by the
12applicant, the applicant shall pay a fee covering all the time since the end of the
13period for which the automobile previously was registered unless:
SB509, s. 79 14Section 79. 341.29 (2) of the statutes is amended to read:
SB509,27,2415 341.29 (2) If an application for registration of a vehicle subject to registration
16on an annual or biennial basis is received less than 2 months prior to the beginning
17of any registration period and the vehicle is not registered in this state at the time
18of application and the applicant desires to register for the succeeding registration
19period as well as for the remainder of the current period, the department upon
20registering the vehicle shall issue a registration plates plate designed for the
21succeeding registration period rather than for the current period. Such plates also
22serve
The plate also serves during the remainder of the current registration period
23as lawful evidence of the registration of the vehicle. This subsection does not affect
24computation of fee payable by the applicant.
SB509, s. 80 25Section 80. 341.295 (3) (a) of the statutes is amended to read:

1341.295 (3) (a) If the applicant holds a registration plates which were plate that
2was
removed from a vehicle under s. 341.31 (4) (c), 342.15 (4) (a) or 342.34 (1) (c) or
3(2) (c), and the plates were plate was issued under the monthly series system, the
4department shall register a replacement vehicle of the same type and gross weight
5which is the subject of the application for the remainder of the unexpired registration
6period.
SB509, s. 81 7Section 81. 341.295 (3) (b) of the statutes is amended to read:
SB509,28,138 341.295 (3) (b) If the applicant does not hold a current registration plates plate
9under the circumstances described in par. (a) and the application is an original
10rather than renewal application, the department may register the vehicle which is
11the subject of the application for such period or part of a period as the secretary
12determines will help to equalize the registration and renewal workload of the
13department.

16leased to the applicant and for which a current registration plates plate had been
17issued to the previous owner; or

SB509,28,2519 341.31 (4) (b) A person retaining a set of plates plate removed from a vehicle
20under s. 342.15 (4) (a) or 342.34 (1) (c) or (2) (c) and which was junked or transferred,
21is no longer leased to the person or used on the highways or has been registered as
22a special interest vehicle under s. 341.266 (2) (a) or a reconstructed, replica, street
23modified or homemade vehicle under s. 341.268 (2) (a) may receive credit for the
24unused portion of the registration fee paid when registering a replacement vehicle
25of the same type and gross weight.

1Section 84. 341.31 (4) (c) of the statutes is amended to read:
SB509,29,42 341.31 (4) (c) A person retaining a set of plates plate removed from a motorcycle
3may receive credit for the unused portion of the registration fee paid when
4registering a replacement motorcycle.
SB509, s. 85 5Section 85. 341.32 (1) of the statutes is amended to read:
SB509,29,186 341.32 (1) Whenever the construction or the use of a registered vehicle is
7changed in a manner making the vehicle subject to a different registration fee than
8the fee for which the vehicle currently is registered, the owner shall immediately
9make application for reregistration. The fee payable upon such reregistration shall
10be computed as for a vehicle not previously registered in this state but a credit shall
11be allowed for the unused portion of the fee paid for the previous registration if the
12registration plates plate issued upon the previous registration are is returned to the
13department. The credit shall be computed on the basis of one-twelfth of the annual
14registration fee or one twenty-fourth of the biennial registration fee prescribed for
15the vehicle as previously registered multiplied by the number of months of
16registration which have not fully expired on the date the vehicle became subject to
17the different fee. The credit may be applied toward the reregistration of the vehicle
18only up to the date when the previous registration would have expired.
SB509, s. 86 19Section 86. 341.33 (2) of the statutes is amended to read:
SB509,30,520 341.33 (2) The department shall refund the unused portion of a registration fee
21paid for the registration of a vehicle owned by a person who is entering active service
22in the naval or military forces of the United States if the person makes application
23for such refund upon a form prescribed by the department, furnishes such proof as
24the department may require that the vehicle will not be operated in this or another
25state during the remainder of the period for which the vehicle is registered, and

1returns to the department the certificate of registration and registration plates plate.
2The refund shall be computed on the basis of one-twelfth of the annual registration
3fee or one twenty-fourth of the biennial registration fee paid for the vehicle,
4multiplied by the number of full months remaining in the period for which the vehicle
5is registered when the vehicle ceases to be operated.
SB509, s. 87 6Section 87. 341.33 (3) of the statutes is amended to read:
SB509,30,177 341.33 (3) Upon request, the department shall refund 50% 50 percent of a
8registration fee paid for a vehicle registered on a biennial basis if the person who
9registered the vehicle furnishes such proof as the department requires that the
10person has transferred his or her interest in the vehicle or terminated leasing the
11vehicle before the beginning of the 2nd year of the period for which the vehicle is
12registered or that the vehicle will not be operated in this state after the beginning
13of the 2nd year of the period for which the vehicle is registered. The department may
14require the person to return the certificate of registration and registration plates
15plate for the vehicle to the department. Except as provided in sub. (1), the
16department may not refund more than 50% 50 percent of the fee paid for the
17registration of a vehicle registered on a biennial basis.
SB509, s. 88 18Section 88. 341.335 (1) of the statutes is amended to read:
SB509,30,2419 341.335 (1) Whenever any person, after applying for and receiving a
20registration plates plate, moves from the address named in the application for the
21registration plates plate or when the name of the licensee is changed by marriage or
22otherwise, the person shall within 10 days notify the department in writing of the
23old and new address or of such former and new names and of all registration plate
24numbers held.
SB509, s. 89 25Section 89. 341.41 (8) (a) of the statutes is amended to read:
SB509,31,16
1341.41 (8) (a) Residents of the state operating a fleet of 3 or more units
2consisting of trucks, truck tractors or road tractors with a gross weight of not less
3than 12,000 pounds shall display a Wisconsin registration plates plate for which
4100% 100 percent of the fee has been paid on vehicles not exempt from Wisconsin
5registration and operated in intrastate commerce. Vehicles engaged in interstate
6commerce may display a Wisconsin prorate registration plates plate for which a
7proportional registration fee has been paid in addition to a full fee registration plate
8from another jurisdiction. Such proportional registration shall be accomplished
9either by payment to the department of registration fees in an amount equal to that
10obtained by applying the proportion of in-state fleet miles divided by the total fleet
11miles to the total fees which would otherwise be required for the registration of all
12such vehicles in this state, or by registration of a portion of such vehicles as
13determined under this subsection. The department may refuse to permit any or all
14of such vehicles to be registered under apportionment if the department is not
15satisfied that this state will obtain a fair and equitable share of license registrations
16of the vehicles comprising such fleet.
SB509, s. 90 17Section 90. 341.47 (1) (intro.) of the statutes is amended to read:
SB509,31,2318 341.47 (1) (intro.) Except as provided in sub. (2), any motor vehicle,
19recreational vehicle, trailer or semitrailer that is owned or repossessed by, or
20consigned for sale to, a dealer, distributor or manufacturer may be operated on the
21highways of this state for either private or business purposes without being
22registered if the vehicle has displayed upon it a valid registration plates plate issued
23under s. 341.51 to the dealer, distributor or manufacturer and the vehicle:

1341.47 (3) A vehicle which is being transported in tow on its own wheels or
2under its own power from the manufacturer to the distributor, dealer or branch of the
3manufacturer, or from the distributor or dealer to another distributor or dealer or to
4the manufacturer or branch of the manufacturer, or from the branch of the
5manufacturer to the distributor, dealer or manufacturer by a transporter of vehicles
6need not be registered if such vehicle has displayed upon it a valid registration plates
7plate issued to the transporter pursuant to s. 341.51. The requirement under this
8subsection that the vehicle be transported in tow on its own wheels or under its own
9power does not apply to trailers, semitrailers or truck tractors.
SB509, s. 92 10Section 92. 341.51 (2) of the statutes is amended to read:
SB509,32,1911 341.51 (2) Upon registering a dealer, distributor, manufacturer or transporter
12the department also shall issue 2 one registration plates plate. The department,
13upon receiving a fee of $5 for each additional plate desired by a dealer, distributor
14or manufacturer of motor vehicles, trailers or semitrailers, $5 for each additional
15plate desired by a dealer, distributor or manufacturer of recreational vehicles and $5
16for each additional plate desired by a transporter, shall issue to the registered dealer,
17distributor, manufacturer or transporter the additional plates as ordered. The
18department may charge a fee of $2 per plate for replacing lost, damaged or illegible
19plates issued under this subsection.
SB509, s. 93 20Section 93. 341.53 of the statutes is amended to read:
SB509,33,2 21341.53 Expiration of registration; transferability of plates plate.
22Certificates of registration and registration plates issued to dealers, distributors,
23manufacturers or transporters shall be issued for the calendar year and are valid
24only during the calendar year for which issued. Registration plates are A

transferable from one motor vehicle, trailer or semitrailer to

1another motor vehicle, trailer or semitrailer and from one recreational vehicle to
2another.
SB509, s. 94 3Section 94. 341.625 (1) of the statutes is amended to read:
SB509,33,64 341.625 (1) Any person who fraudulently procures or uses a special
5registration plates plate issued under s. 341.14 (1), (1a), (1e), (1m), (1q) or (1r) (a)
6shall forfeit not less than $200 nor more than $500.
