17route of USH 51 in or near the village of Rothschild from 2 lanes to 4 lanes and for
18related improvements if the village of Rothschild applies for the grant and
19contributes funds for the project that total at least $200,000. The provisions of
20section 84.185 of the statutes, as affected by this act, relating to the awarding of
21grants, the amount of grants, and the eligibility requirements for grants do not apply
22to grants awarded under this paragraph.

18biennium, from the appropriation under section 20.395 (2) (ft) of the statutes, as
19affected by this act, the department of transportation shall award a grant under
20section 86.31 (3r) of the statutes, as affected by this act, in the amount of $5,750, to
21the village of Rib Lake in Taylor County for improvements to McComb Avenue in the
22village of Rib Lake.".

Kenosha-Racine-Milwaukee commuter rail extension project. The
2department of transportation may submit a request to the joint committee on finance
3to supplement the appropriation account under section 20.395 (2) (ct) of the statutes
4by up to $800,000 in the 2007-09 fiscal biennium from the appropriation account
5under section 20.865 (4) (u) of the statutes, for preliminary engineering for the
6Kenosha-Racine-Milwaukee commuter rail extension project. The committee may
7supplement the appropriation account under section 20.395 (2) (ct) of the statutes by
8up to $800,000 in the 2007-09 fiscal biennium from the appropriation account under
9section 20.865 (4) (u) of the statutes, for this purpose, only if the legislature has
10enacted legislation, signed by the governor, establishing a financing mechanism
11sufficient to pay all costs, including capital and operating costs but excluding any
12federal share of costs, related to this commuter rail extension project and commuter
13rail service resulting from this extension. Notwithstanding section 13.101 (3) of the
14statutes, the committee is not required to find that an emergency exists prior to
15making the supplementation under this subsection.".

21County and the city of Stillwater, Minnesota, if federal funds are provided to this
22state for this purpose.".

6purposes of the 2009-11 biennial budget bill, the Board of Regents of the University
7of Wisconsin System shall submit a dollar amount for the appropriation under
8section 20.285 (1) (a) of the statutes as though the amount appropriated to the board
9in fiscal year 2008-09 under section 20.285 (1) (a) of the statutes were reduced by
10$2,000,000, for the purpose of reducing general purpose revenue funding for the law
11school of the University of Wisconsin.".

(3k) High-demand faculty funding. Of the amounts appropriated to the
14Board of Regents of the University of Wisconsin System under section 20.285 (1) (a)
15of the statutes, the board shall allocate $2,000,000 in fiscal year 2007-08 and
16$4,000,000 in fiscal year 2008-09 for the purpose of supporting supplemental salary
17increases for faculty whose services are in high demand by other higher educational
18institutions. Of the amounts allocated under this subsection, the board may expend
19no more than 60 percent for faculty at the University of Wisconsin-Madison or the
20University of Wisconsin-Milwaukee. This subsection does not affect the board's
21authority to increase faculty salaries under section 36.09 (1) (j) of the statutes to
22recognize competitive factors.".
