9of health and family services may credit or deposit into this appropriation funds for
10the purpose specified in s. 46.48 (13) that the department transfers from the
11appropriation under par. (bL) that are allocated by the department under that
12appropriation but unexpended or unencumbered on June 30 of each year. Except for
13amounts authorized to be carried forward under s. 46.48 and as otherwise provided
14in this paragraph, all funds allocated but not encumbered by December 31 of each
15year lapse to the general fund on the next January 1 unless carried forward to the
16next calendar year by the joint committee on finance. Notwithstanding ss. 20.001
17(3) (a) and 20.002 (1), the department shall transfer from this appropriation account
18to the appropriation account for the department of workforce development children
19and families
under s. 20.445 (3) 20.437 (2) (dz) funds allocated by the department
20under s. 46.48 (30) but unexpended on June 30 of each year.
SB40-CSA1, s. 413 21Section 413. 20.435 (7) (bd) of the statutes is amended to read:
SB40-CSA1,364,1222 20.435 (7) (bd) Community options program; pilot projects; family care benefit
23Long-term care programs. The amounts in the schedule for assessments, case
24planning, services, administration and risk reserve escrow accounts under s. 46.27,
25for pilot projects under s. 46.271 (1), to fund services provided by resource centers

1under s. 46.283 (5), for services under the family care benefit under s. 46.284 (5), for
2services and supports under s. 46.2803 (2),
and for the payment of premiums under
3s. 49.472 (5). If the department transfers funds to this appropriation from the
4appropriation account under sub. (4) (b), the amounts in the schedule for the fiscal
5year for which the transfer is made are increased by the amount of the transfer for
6the purposes specified in s. 49.45 (6v). Notwithstanding ss. 20.001 (3) (a) and 20.002
7(1), the department may under this paragraph transfer moneys between fiscal years.
8Except for moneys authorized for transfer under this appropriation or under s. 46.27
9(7) (fm) or (g), all moneys under this appropriation that are allocated under s. 46.27
10and are not spent or encumbered by counties or by the department by December 31
11of each year shall lapse to the general fund on the succeeding January 1 unless
12transferred to the next calendar year by the joint committee on finance.
