(3m) (a) In this subsection, "standard of review and decision" means the
9exception standard under s. 281.343 (4n) (d), the decision-making standard under
10s. 281.343 (4r), and reviews under s. 281.343 (4) to (4z) that do not deal solely with
11the internal management of the council.

(b) Before voting on a rule or regulation under s. 281.343 (3) (c) 1. for the
13implementation or enforcement of regional review under s. 281.343 (4h), the
1exception standard under s. 281.343 (4n) (d), or the decision-making standard under
2s. 281.343 (4r), other than a rule or regulation that deals solely with the internal
3management of the council or its property, or on a regulation under s. 281.343 (3) (a)
42. that amends the standard of review and decision, the governor or his or her
5alternate shall submit the proposed rule or regulation to the joint committee on
6legislative organization. The governor or his or her alternate may not vote on the rule
7or regulation before the 30th day after the date of submission. If the cochairpersons
8of the committee do not notify the governor or his or her alternate within 30 days
9after the date of the submission that the committee has scheduled a meeting for the
10purpose of reviewing the proposed rule or regulation, the governor or his or her
11alternate may vote on the proposed rule or regulation. If, within 30 days after the
12date of the submission by the governor or his or her alternate, the cochairpersons of
13the committee notify the governor or his or her alternate that the committee has
14scheduled a meeting for the purpose of reviewing the proposed rule or regulation, the
15governor or his or her alternate may not vote on the proposed rule or regulation
16before the 60th day after the date of submission. If, within 60 days after the date of
17submission, the committee does not object to the rule or regulation, the governor or
18his or her alternate may vote on the proposed rule or regulation. If, within 30 days
19after the date of submission, the cochairpersons notify the governor or his or her
20alternate that the committee has scheduled a meeting for the purpose of reviewing
21the proposed rule or regulation and, within 60 days after the date of submission, the
22committee objects to the proposed rule or regulation, the governor or his or her
23alternate may not vote on the proposed rule or regulation.".
