Current law requires DNR to establish a program that allows private cooperating foresters to assist the state in the harvesting and sale of timber from state forest lands to meet annual timber harvest requirements. Under current law, those cooperating foresters are entitled to receive payment for their services in an amount equal to a portion of the proceeds of each timber sale. Under this bill, an amount equal to that portion of those timber sale proceeds are credited to a specific appropriation to be used to make payments to those cooperating foresters.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SECTION 1. 20.370 (1) (cy) of the statutes is created to read:

20.370 (1) (cy) Forestry - cooperating foresters. All moneys received under s. 28.05 (3) (c) for payment to cooperating foresters to be used for those payments.

****NOTE: This SECTION involves a change in an appropriation that must be reflected in the revised schedule in s. 20.005, stats.

SECTION 2. 28.05 (3) (c) of the statutes is created to read:

28.05 (3) (c) Of the amount received by the department from each timber sale for which the department used the services of a cooperating forester under this subsection, the department shall credit to the appropriation account under s. 20.370 (1) (cy) an amount equal to the portion of the sale proceeds that the department is required to pay to the cooperating forester.

Currently, under certain circumstances the University of Wisconsin and each technical college must provide a full remission of fees for 128 credits or eight semesters, whichever is longer, to the spouse, unremarried surviving spouse, or child of an eligible veteran. An eligible veteran is one who died on active duty, died as the result of a service-connected disability, died in the line of duty, or has been awarded at least a 30 percent service-connected disability rating.
Currently, in order to be eligible for the fee remission, the child of the eligible veteran must be at least 18 but not yet 26 years old and a full-time student. This bill reduces the minimum age to 17 and eliminates the full-time requirement.

SECTION 1. 36.27 (3n) (b) 3. of the statutes is amended to read:

36.27 (3n) (b) 3. A child of an eligible veteran, if the child is at least 18 17 but not yet 26 years of age and is a full-time student at an institution.

SECTION 2. 38.24 (7) (b) 3. of the statutes is amended to read:

38.24 (7) (b) 3. A child of an eligible veteran, if the child is at least 18 17 but not yet 26 years of age and is a full-time student at a technical college.

SECTION 9346. Initial applicability; Technical College System.

(1) FEE REMISSION FOR CHILDREN OF CERTAIN VETERANS. The treatment of section 38.24 (7) (b) 3. of the statutes first applies to students enrolled in the 2007-08 academic year.

SECTION 9352. Initial applicability; University of Wisconsin System.

(1) FEE REMISSION FOR CHILDREN OF CERTAIN VETERANS. The treatment of section 36.27 (3n) (b) 3. of the statutes first applies to students enrolled in the 2007-08 academic year.

This bill authorizes DNR to issue an annual shovelnose sturgeon permit to any person who holds a net license, a trammel net license, a set or bank pole license, or a setline license. The permit authorizes the permit holder to harvest shovelnose sturgeon and their eggs. Under the bill, the permit holder is required to provide a monthly report to DNR specifying the number of pounds of shovelnose sturgeon eggs harvested during the preceding month.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SECTION 1. 29.535 of the statutes is created to read:

29.535 Shovelnose sturgeon permit. (1) The department shall issue, subject to s. 29.024, an annual shovelnose sturgeon permit to any resident who applies for the permit and who holds at least one of the following licenses:

(a) A net license issued under s. 29.523.

(b) A trammel net license issued under s. 29.529.

(c) A set or bank pole license issued under s. 29.531.

(d) A setline license issued under s. 29.533.

(2) An annual shovelnose sturgeon permit authorizes the permit holder to harvest shovelnose sturgeon and their eggs.

(3) A person who holds an annual shovelnose sturgeon permit shall report to the department, on forms provided by the department, on or before the 10th day of each month, the number of pounds of shovelnose sturgeon eggs harvested during the preceding calendar month.

(4) The department shall deposit receipts from the sale of permits under this section in the conservation fund.

SECTION 2. 29.563 (7) (c) 5g. of the statutes is created to read:

29.563 (7) (c) 5g. Shovelnose sturgeon permit: $50.

AN ACT ...; relating to: funding for administration and implementation of the Karner blue butterfly habitat conservation plan and making an appropriation.

Under current law, DNR administers the Karner blue butterfly habitat conservation plan under an agreement with the U.S. Fish and Wildlife Service. Partners in the plan, such as utility companies and private landowners, must pay a fee to participate in the plan. The plan encourages plan partners to engage in activities that minimize harm to the Karner blue butterfly.
This bill creates an appropriation from the conservation fund that specifies that all grants and bequests to, and all fees paid by partners in, the Karner blue butterfly habitat plan are to be used to fund administration and implementation of that plan.

This bill does all of the following: 1) eliminates an OCI appropriation under which administrative and support services are provided with moneys received for the administrative and support services; 2) expands OCI's general program operations appropriation to include the provision of organizational support services; 3) adds as a source of funding for the general program operations appropriation payments made to OCI by the injured patients and families compensation fund, local government property insurance fund, and state life insurance fund for organizational support services; and 4) transfers the unencumbered balance from the eliminated appropriation to the general program operations appropriation.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SECTION 1. 14.83 of the statutes is amended to read:

14.83 Interstate insurance receivership commission. There is created an interstate insurance receivership commission as specified in s. 601.59 (3). The member of the commission representing this state shall be the commissioner of insurance or his or her designated representative. The commission member shall serve without compensation but shall be reimbursed from the appropriation under s. 20.145 (1) (g) 1. for actual and necessary expenses incurred in the performance of his or her duties. The commission has the powers and duties granted and imposed under s. 601.59.

SECTION 2. 20.145 (1) (g) of the statutes is renumbered 20.145 (1) (g) (intro.) and amended to read:

20.145 (1) (g) General program operations. (intro.) The amounts in the schedule for general program operations., including organizational support services. All of the following shall be credited to this appropriation account:

1. Ninety percent of all moneys received under ss. 601.31, 601.32, 601.42 (7), 601.45, and 601.47 and by the commissioner for expenses related to insurance company restructurings, except for restructurings specified in par. (h), shall be credited to this appropriation account.

SECTION 3. 20.145 (1) (g) 2. of the statutes is created to read:
