4Resolved by the assembly, the senate concurring, That, notwithstanding
5joint rule 3, and 2007 Assembly Joint Resolution 59:

(1) The speaker of the assembly and the senate majority leader shall jointly
7appoint an individual to serve as arbitrator to resolve the differences between the 2
8houses in the committee on conference on 2007 Senate Bill 40, the executive budget
9bill of the 2007 legislature.

(2) The arbitrator shall produce a report that shall not require approval by any
11member of the committee on conference.

(3) The arbitrator's report shall constitute the report of the conference
13committee on 2007 Senate Bill 40.

14Be it further resolved, That the arbitrator's report of the committee on
15conference on 2007 Senate Bill 40 shall be submitted to the assembly and senate for
1approval in the manner provided under joint rule 3 (1) (b) and joint rule 3 (3) shall
2apply to the report.
