SJR67,1,2 Relating to: the life of David F. Schulz who passed away on Sunday, the 7th of October, 2007, after many years of government and academic service.

SJR67,1,4 Whereas, David "Dave" Schulz was born on September 24, 1949, in Milwaukee, the oldest of five children of Robert L. and Mary M. Schulz; and

SJR67,1,7 Whereas, David Schulz received a bachelor's degree in civil engineering from Purdue University and a master's degree in public management from Northwestern University; and

SJR67,1,10 Whereas, from 1983 to 1984, he served as the first budget director for Chicago's mayor, Harold Washington, and worked to resolve the city's record billion-dollar deficit; and

SJR67,1,13 Whereas, upon returning to Milwaukee in 1984, he served as the budget director to the administration of County Executive Bill O'Donnell, and as Parks Director from 1985 to 1987; and

SJR67,1,15 Whereas, David Schulz was elected Milwaukee County's third County Executive in 1988, and served in that post until 1991; and

SJR67,2,3 Whereas, David Schulz was the first person to ascend to the position of County Executive without previously serving as County Board chairman and the first to beat an incumbent in the history of the position; and

SJR67,2,6 Whereas, the accomplishments of his administration include completing the building of a county jail, upgrading the Mitchell International Airport, building O'Donnell Park on the lakefront, and overhauling social services; and

SJR67,2,9 Whereas, since 1992, David Schulz served as the executive director of the Infrastructure Technology Institute at Northwestern University, which he founded; and

SJR67,2,11 Whereas, at the time of his death, David Schulz was an adjunct professor at Northwestern's Institute of Civil and Environmental Engineering; and

SJR67,2,13 Whereas, the people of the state of Wisconsin mourn the death of David Schulz, and celebrate the accomplishments of his extraordinary life; and

SJR67,2,16 Whereas, David Schulz is survived by his wife, Jo Ann, and son, Bobby, of Winthrop Harbor, Illinois, and his three brothers, Jerry, William, and Peter; now, therefore, be it

SJR67,2,19 Resolved by the senate, the assembly concurring, That the legislature of the state of Wisconsin commemorates the remarkable life of David Schulz and extends its deepest sympathies to his family, friends, and colleagues.
