SENATE SUBSTITUTE AMENDMENT 1, TO 2009 SENATE BILL 113

SB113-SSA1,1,4 An Act to amend 15.05 (1) (c); and to create 15.343 (2) and 23.127 of the statutes; relating to: the appointment of the secretary of natural resources and the creation of a division of parks and wildlife management in the Department of Natural Resources.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SB113-SSA1, s. 1 Section 1. 15.05 (1) (c) of the statutes is amended to read:

SB113-SSA1,1,10 15.05 (1) (c) The secretary of natural resources shall be nominated by the governor, and with the advice and consent of the senate appointed, to serve at the pleasure of the governor. The governor shall nominate an individual who has held an annual hunting, fishing, or trapping license in this state or another state in at least 4 of the 8 years previous to the year in which the individual is nominated.

SB113-SSA1, s. 2 Section 2. 15.343 (2) of the statutes is created to read:

SB113-SSA1,2,6 15.343 (2) Division of parks and wildlife management. There is created in the department of natural resources a division of parks and wildlife management. The administrator of the division shall be appointed by the natural resources board for a 4-year term and shall be an individual who has held an annual hunting, fishing, or trapping license in this state or another state in at least 6 of the 8 years previous to the year in which the individual is appointed.

SB113-SSA1, s. 3 Section 3. 23.127 of the statutes is created to read:

SB113-SSA1,2,9 23.127 Division of parks and wildlife management. (1) In this section, "southern state forest" has the meaning given in s. 27.016 (1) (c).

SB113-SSA1,2,11 (2) The division of parks and wildlife management shall exercise the powers and perform the duties of the department that relate to all of the following:

SB113-SSA1,2,12 (a) Hunting, fishing, and trapping of wildlife.

SB113-SSA1,2,13 (b) Management of all of the following:

SB113-SSA1,2,14 1. State parks.

SB113-SSA1,2,15 2. State trails.

SB113-SSA1,2,16 3. State recreation areas.

SB113-SSA1,2,17 4. Southern state forests.

SB113-SSA1,2,19 5. Any land in addition to land described in subds. 1. to 4. that is owned by this state primarily for park and recreational purposes.
