SB185-AA7,1,3 1. Page 13, line 9: after that line insert:

SB185-AA7,2,2 "(dm) The commission shall promulgate rules that allow a political subdivision to require, by ordinance or resolution, that the owner of a wind energy system compensate owners of property located within a one-mile radius of the wind energy system for loss of development rights for buildable property from the wind energy system. The rules shall provide that the amount of compensation is based on the proximity of an owner's property to a wind energy system and on any other factors specified by the commission. If a political subdivision has in effect on the effective date of the rules promulgated under this paragraph an ordinance or resolution that is inconsistent with the rules, the ordinance or resolution does not apply and may not be enforced.".
