Under current law, the fee for a copy of a birth certificate, death certificate, marriage certificate, or divorce or annulment certificate (vital record) is $20, and the fee for expedited issuance of a copy of a vital record is $20. Current law reduces fees for vital records, effective July 1, 2010, to the following amounts, which were in effect before enactment of the 2007 biennial budget act: for a copy of a birth certificate, $12; for a copy of a death certificate, marriage certificate, or divorce or annulment certificate, $7; and for expedited issuance of a copy of a vital record, $10.
This bill repeals the fee reductions for vital records that are scheduled to take effect on July 1, 2010.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SECTION 1. 69.22 (1) (a) of the statutes, as affected by 2007 Wisconsin Act 20, Section 1918h, is amended to read:
69.22 (1) (a) Except as provided under par. (c), $7 $20 for issuing one certified copy of a vital record and $3 for any additional certified copy of the same vital record issued at the same time.
SECTION 2. 69.22 (1) (b) of the statutes, as affected by 2007 Wisconsin Act 20, Section 1918j, is amended to read:
69.22 (1) (b) Except as provided under par. (c), $20 for issuing an uncertified copy of a vital record issued under s. 69.21 (2) (a) or (b), or $7 for verifying information about the event submitted by a requester without issuance of a copy, $7, and $3 for any additional copy of the same vital record issued at the same time.
SECTION 3. 69.22 (1) (d) of the statutes, as affected by 2007 Wisconsin Act 20, Section 1918n, is amended to read:
69.22 (1) (d) In addition to other fees under this subchapter, $10 $20 for expedited service in issuing a vital record.
SECTION 4. 69.22 (1m) of the statutes, as affected by 2007 Wisconsin Act 20, is amended to read:
69.22 (1m) The state registrar and any local registrar acting under this subchapter shall, for each copy of a birth certificate for which a fee under sub. (1) (c) is charged that is issued during a calendar quarter, forward to the secretary of administration for deposit in the appropriations appropriation accounts under s. 20.433 (1) (g) and (h) the amounts specified in sub. (1) (c) $7 by the 15th day of the first month following the end of the calendar quarter.
SECTION 5. 69.22 (1q) of the statutes is created to read:
69.22 (1q) The state registrar and any local registrar acting under this subchapter shall forward to the secretary of administration for deposit in the appropriation account under s. 20.435 (1) (gm) all of the following:
(a) For any certified copy of a vital record for which a fee of $20 under sub. (1) (a) is charged, $13.
(b) For any uncertified copy of a vital record for which a fee of $20 under sub. (1) (b) is charged, $13.
(c) For any copy of a birth certificate for which a fee of $20 under sub. (1) (c) is charged, $8.
(d) For expedited service in issuing a vital record, $10.
SECTION 9422. Effective dates; Health Services.
(1) VITAL RECORD FEES. The treatment of section 69.22 (1) (a), (b), and (d), (1m), and (1q) of the statutes takes effect on July 1, 2010.

Currently, DWD operates an employment service that assists unemployed individuals in finding suitable employment. This program is funded with federal revenue. In addition, the federal government provides special grants to this state that may be used for the purpose of unemployment insurance (UI) administration, for the payment of UI benefits, or for certain other purposes.
This bill permits the employment service program to be funded, in addition, from the special federal grants. The change potentially increases the liability of employers to finance UI benefits through contributions (taxes).

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SECTION 1. 20.445 (1) (nd) of the statutes is amended to read:
20.445 (1) (nd) Unemployment administration; apprenticeship and other employment services. From the moneys received from the federal government under section 903 (d) of the federal Social Security Act, as amended, the amounts in the schedule, as authorized by the governor under s. 16.54, to be used for administration by the department of apprenticeship programs under subch. I of ch. 106 and for administration and service delivery of employment and workforce information services, including the delivery of reemployment assistance services to unemployment insurance claimants. All moneys transferred from par. (n) for this purpose shall be credited to this appropriation account. No moneys may be expended from this appropriation unless the treasurer of the unemployment reserve fund determines that such expenditure is currently needed for the purpose purposes specified in this paragraph.

This bill directs DPI to award grants school districts or cooperative educational service agencies, acting in conjunction with tribal education authorities, to support innovative, effective instruction in one or more American Indian languages. The grants are funded with Indian gaming receipts.

SECTION 1. 20.255 (2) (km) of the statutes is created to read:
20.255 (2) (km) Tribal language revitalization grants. The amounts in the schedule for grants to school districts and cooperative educational service agencies under s. 115.745. All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 5. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered balance on June 30 of each year shall revert to the appropriation account under s. 20.505 (8) (hm).
****NOTE: This SECTION involves a change in an appropriation that must be reflected in the revised schedule in s. 20.005, stats.
SECTION 2. 20.505 (8) (hm) 5. of the statutes is created to read:
20.505 (8) (hm) 5. The amount transferred to s. 20.255 (2) (km) shall be the amount in the schedule under s. 20.255 (1) (km).
SECTION 3. 115.745 of the statutes is created to read:
115.745 Tribal language revitalization grants. (1) A school board or cooperative educational service agency, in conjunction with a tribal education authority, may apply to the department for a grant for the purpose of supporting innovative, effective instruction in one or more American Indian languages.
(2) The department shall award grants under sub. (1) from the appropriation under s. 20.255 (2) (km).
(3) The department shall promulgate rules to implement and administer this section.

Current law limits the amount that each school district can increase per pupil revenue over the per pupil revenue of the prior school year. This limit does not apply to school districts in which the amount of per pupil revenue is less than a statutory revenue ceiling, currently set at $9,000.
This bill increases the per pupil revenue ceiling to $9,400 for the 2009-10 school year and to $9,800 for any subsequent school year.

SECTION 1. 121.905 (1) of the statutes is amended to read:
